Approve and ratify the submission of the grant application to the U.S. Environmental Protection Agency (EPA) for a Solid Waste Infrastructure for Recycling (SWIFR) Grant, not to exceed $2,592,000, to fund local post-consumer materials management and recycling programs through December 31, 2028; authorize acceptance of grant funds if awarded; and authorize the Director to execute any necessary documents relating to the application or award, including an EPA Assistance Amendment to extend the budget/project period.
