- Consideration and possible action re: Discontinuance of annual review of special use permit, SUP25-24, previously granted to Valley Rentals LLC for a new equipment rental facility at 7250 Reno Highway, Assessor's Parcel Number 007-251-04, in the C-2 zoning district. The applicant has met all of the conditions of the special use permit, except for marking the ADA (Americans with Disabilities Act) parking space, which can be verified by staff; therefore, no further annual review is needed for this permit.
- Consideration and possible action re: Review of the proposed Service Plan for the Churchill Hazen Industrial Park (CHIP) General Improvement District (GID). The Landowner has petitioned the Board of County Commissioners regarding the formation of a General Improvement District (GID), and the Planning Commission is to review and make a recommendation regarding the Service Plan.
- Consideration and possible action re: Termination of the special use permit, SUP25-29, previously granted to Taggart Garland of Stampede Roll Off Rentals. The property is located at 7300 Reno Highway, Assessor's Parcel Number 007-251-71, in the C-2 zoning district. The applicant has not met the conditions for the permit within the permitted timeframe; therefore, the permit should be terminated. The applicant stated that he will not proceed with the permit at this location.
- Consideration and possible action re: A parcel map application, PC26-11, filed by David & Sheryl Jackson, Co-Trustees of The David & Sheryl Jackson Family 2023 Revocable Trust. The property is located at 6795 Reno Highway, Assessor's Parcel Number 008-141-22, in the C-2 zoning district. The applicant proposes to divide the property into two (2) lots.
- Consideration and possible action re: A variance application, VAR26-10, filed by Zayo Group LLC. The property is located off Interstate 80 & Nightingale Road, Assessor's Parcel Number 004-031-13, in the RR-20 zoning district. The applicant requests a variance from the setback requirement for placement of an open-access fiber communications infrastructure building.
- Consideration and possible action re: Review of a special use permit, SUP1077, previously granted to Rylexa Properties for the Sage Valley RV Park expansion/improvements. The property is located at 4800 Reno Highway, Assessor's Parcel Number 008-472-12, in the C-1 zoning district. A condition for approval was annual review until such time as the Planning Commission deems it no longer necessary.
- Consideration and possible action re: Bill 2026-C Ordinance 32, TITLE: AN ORDINANCE ADDING NEW PERMIT REQUIREMENTS AND STANDARDS FOR INDUSTRIAL DEVELOPMENT, INCLUDING DATA STORAGE AND DATA PROCESSING FACILITIES TO TITLE 16.<br data-pasted="true"><br>SUMMARY: This ordinance changes Title 16 of the Churchill County Code to address Industrial Development Standards. The proposed changes replace the existing “Data Storage and Data Processing Facilities” use in the Use Table with three new uses titled: “Data Storage and Data Processing Facilities, <10MW,” “Data Storage and Data Processing Facilities, 10MW-100MW,” and “Data Storage and Data Processing Facilities, 100+MW;” provides permit requirements within the use table; and creates a new chapter creating new industrial standards to mitigate impacts from power consumption and backup power provision, conserve water in the county, protect water and soil quality, reduce the impacts of noise and light on neighboring properties, address traffic impacts, regulate visual impacts and scale of the use, and ensure adequate sanitation. Changes are also made to update the definition of “Data Storage and Data Processing Facilities” and “Accessory Use” and add the terms “Backup Generator,” “Closed Loop System,” and “Hazardous Materials” to Chapter 24.
- Consideration and possible action re: Review of a special use permit, SUP1102, previously granted to Ted Christoph for a milk and cheese processing facility. The property is located at 4624 Cox Road, Assessor's Parcel Number 008-123-17, in the A-10 zoning district. A condition for approval was annual review until such time as the Planning Commission deems it no longer necessary.
- Consideration and possible action re: A special use permit application, SUP26-23, filed by Ashley Maxwell of Silver Dunes Homestead LLC. The property is located at 988 Bench Road, Assessor's Parcel Number 007-111-17, in the A-10 zoning district. The applicant proposes to operate a home based cottage food business with customer traffic for picking up product.
- Consideration and possible action re: A variance application, VAR26-13, filed by Lani Moore. The property is located at 1683 Tumbleweed Road, Assessor's Parcel Number 008-273-20, in the E-1 zoning district. The applicant would like to convert the manufactured home that was utilized as a temporary residence under a temporary use permit to an accessory dwelling unit and requests a variance from the age requirement of the manufactured home.
- Consideration and possible action re: Bill 2026-F Ordinance 32 and 22, TITLE: AN ORDINANCE REVISING AND CREATING NEW LANDSCAPING, FRICTION ZONE, OUTDOOR STORAGE, AND SHIPPING CONTAINER STANDARDS AND ADMINISTRATIVE CHANGES TO TITLES 14 AND 16. <br data-pasted="true"><br>SUMMARY: This ordinance changes Titles 14 and 16 of the Churchill County Code to amend the existing landscaping, friction zone, outdoor storage, and shipping container placement standards. The proposed amendment also addresses administrative changes to improve consistency in interpretation and implementation across Title 16. The proposed changes include rewriting the landscaping standards and revising friction zones and outdoor storage standards by creating a purpose, application area, standards, and enforcement for each section. Shipping container standards have been relocated to their own section with a purpose, application area, revised and expanded standards, and enforcement regulations. There are also changes to intensity and dimension standards and multi-family development standards to align with the revised landscaping standards. <br><br>The proposed administrative changes address clarifying the Multi-family Dwellings in the use table, aligning second and subsequent parcel maps with Nevada Revised Statues, revising accessory structure setbacks to align with chapter 14.04’s definition, simplifying the interpretation of setbacks for legal non-conforming parcels, amending the second permanent dwelling unit regulations to ensure legal conforming divisions of land, and remove language regarding “yards” from the Chapter 14.The proposed definition changes within Chapter 16.24 include, but are not limited to, revising or creating definitions for “Agricultural Use,” “Aggrieved Party,” “Amenity,” “Arterial Street,” “Buffer Area,” “Collector Street,” “Commercial Use,” “Dwelling Unit,” “Dwelling Unit, Multi-family”, “Frontage,” “Industrial Use,” “Inert Materials,” “Landscaping,” “Materials, Tools, and Equipment,” “Mixed Use,” “Outside Storage,” “Publicly Maintained Street,” “Residential Use,” “Sight Obscuring Fence or Wall,” “Setback,” “Sight Distance Area”.
