2. Accept the traffic and criminal software (TRACS) program eleventh amendment to grant agreement between the New Mexico Department of Transportation and the Doña Ana County Sheriff's office in the amount of $340,000.00, along with associated budget revision and resolution.
3. Award a Purchase Order and Contract for External Fiscal Agent to Southeastern New Mexico Economic Development District pursuant to New Mexico Finance Authority (NMFA) requirement for an amount up to $128,000.00 and associated budget revision and resolution covering this contract and the previously approved fiscal agent contract with DFA in the amount of $489,000.
4. Authorize use of CES Contract #2026-03-R1271-ALL with Smith & Aguirre Construction for the construction of a shade structure in the lot east of the Fire Administration building in the amount of $227,266.35
5. Approval of task order #01 to Contract 26-280 with Smith & Aguirre Construction for on call construction services in the amount of $3,501,772.57 for the construction of Dragonfly Channel Phase 3B on the East Mesa
6. Approval of task order #04 to Contract 26-281 with Renegade Construction for on call construction services in the amount of $1,331,646.28 for the construction of Datil Pond & Channel Phase 1 in Doña Ana
7. Approval of task order #02 to Contract 26-280 with Smith & Aguirre Construction for on call construction services in the amount of $6,608,728.61 for the construction of Dragonfly Channel Phase 4A on the East Mesa
8. Approve an Increase to the OMNIA Partners Cooperative Contract with Insight Global LLC for Temporary and Short-Term Professional Staffing Services by $200,000, for a Revised Total Amount Not to Exceed $350,000, and Delegate Signature Authority to the County Manager for All Related Documents.
9. Approve the Fiscal Year 27 expenditures for the purchase of three (3) four-wheel-drive Ford Explorers, one (1) Ford Transit Cargo Van, and one (1) 14-passenger Ford Transit Van in an amount not to exceed $248,265.00.
10. Approve a Memorandum of Understanding (MOU) with the New Mexico Secretary of State in the amount of $627,342.40 to conduct and administer the 2026 General Election with associated Budget Revision and Resolution
11. Approve budget revision and resolution for the Fiscal Year 2027 budget for grant 23-H2975 for the Doña Ana Boxing Club facility in the amount of $21,630.84.
12. Approve Resolution Adopting the Doña Ana County Parks, Recreation, and Community Centers Master Plan
13. Appoint two (2) members of the public to the Animal Services Center of the Mesilla Valley (ASCMV) Board to serve two- year terms.
14. Doña Ana County Treasurer's Financial Report for the month of July 2026.
15. <span style="margin-left:0in;">Presentation of the Doña Ana County FY26 Health Care Assistance Program Final Report.
16. Approve an extension of lease for Doña Ana County International Jetport Lot F-02F between Doña Ana County and V1 Cut Ranch, LLC. The lease payment for the first year of the 10-year extension will be $4,332.38.
17. Request to extend the terms of three current Public Art Advisory Board (PAAB) members through October 2028, and extend the term for an existing vacant seat upon appointment for the same timeframe. Additionally, standardize the terms of all PAAB members to ensure that each term is a minimum of two years.
18. Presentation for Special Audit Finding 2026-032S, Strengthening Monitoring and Completeness of Official Records for the County’s Local Laws, Policies, and Agreements (DAC/DACO).
19. Accept a Federal Aviation Administration (FAA) Airport Improvement Plan (AIP) grant in the amount of $2,900,000 to construct the extension of Taxilane D at the Doña Ana County International Jetport and associated Budget Revision and Resolution. Authorize the Acting County Manager to sign all related task orders and documents.
