Update from Mayor Ruais regarding homelessness and a request for approval for funding and three related contracts to support the continued operation and longer-term stability of the Aged and Infirmed Shelter.(Note: The related Resolutions attached here are on the consent agenda to be referred to the Committee on Finance.)</em><br><strong>If the Board so desires, a motion is in order to:</strong><ol><li><strong>Approve $250,000 in Opioid Abatement funding;</strong></li><li><strong>Approve $150,000 in ARPA: Renovations/Overhead funding;</strong></li><li><strong>Approve $75,000 in Charitable Gaming funding;</strong></li><li><strong>Approve of the Winter Warming contract;</strong></li><li><strong>Approve of the Engagement Center contract;</strong></li><li><strong>Approve of the Staffing contract.
  2. Bond Resolution: (A motion is in order to read by title only.)</strong><br><br>“Authorizing Bonds, Notes or Lease Purchases in the amount of One Million Five Hundred Thousand Dollars ($1,500,000) for the 2026 CIP C540072026 Parking Deferred Maintenance.”If the Board so desires, a motion is in order that the Bond Resolution ought to pass and be Enrolled.
  3. Recommending that Ordinance Amendment:<br id="isPasted"><br> “Amending Chapter 117 Food Service Establishments of the Code of Ordinances of the City of Manchester to refine definitions, exemptions, and permit requirements.” ought to pass and be referred to the Committee on Accounts, Enrollment & Revenue Administration.(Unanimous vote with the exception of Alderman Terrio who was absent)
  4. Recommending that Ordinance Amendment:<br><br>"Amending Section 36.40 Community Revitalization Tax Incentive of the Code of Ordinances of the City of Manchester regarding the terms of tax relief.”ought to pass and be referred to the Committee on Accounts, Enrollment & Revenue Administration.(Unanimous vote with the exception of Alderman Terrio who was absent)
