3. Recommending that the proposal to amend the Board of Mayor and Aldermen’s Rule 3 regarding public participation be received and filed.(Aldermen Fajardo, Bonilla, and Kaw-uh voted yea; Aldermen Kantor and Sapienza voted nay)
