  3. Council to discuss and consider action on the amended Contract Article XXI wages with Scottsbluff Police Officer’s Association for fiscal year 2026-2027, and authorize the Mayor to sign the Contract.
  4. Council to consider action on the first reading of the Ordinance authorizing the issuance of General Obligation Highway Allocation Fund Pledge Bonds for improvements to certain streets of the City.
  5. Council to approve the minutes of the August 31, 2026 Special Meeting.
  6. Council to approve the minutes of the August 31, 2026 Regular Meeting.
  7. Council to consider and take action on claims of the City.
  8. Council to discuss and consider action on the Third Amendment of the City of Scottsbluff Police Officers’ Retirement Plan and Trust, and authorize the Mayor to sign the Resolution.
  9. Council to consider action on the second reading of the Ordinance adopting the budget statement to be termed the annual appropriation bill for FY 2026-2027.
  10. Council to consider action on the third reading of the Ordinance updating utility user fees including water, sewer fees, stormwater, and solid waste collection.
  11. Council to consider action on the first reading of the Ordinance amending the Scottsbluff Municipal Code dealing with Alarm Systems for both the Fire Department and the Police Department.
  12. Council to discuss and consider awarding the bid for a new playground structure and equipment for East Overland Park to Miracle Playsystems III, Inc, for the amount of $41,271.
  13. Council to acknowledge and take receipt of a liability claim from Valley Catholic Men’s Association at 1719 1st Ave., Scottsbluff. Council will withdraw the claim and take no action forwarding to the City’s insurance carrier.
  14. Council reserves the right to enter into closed session if deemed necessary if the item is on the agenda as per Section 84-1410 of the Nebraska Revised Statutes.
  15. Council to discuss and consider action on the Amendment to Local Union #1597 International Brotherhood of Electrical Workers Union (IBEW), Schedule A wages for fiscal year 2026-2027, and authorize the Mayor to sign the Amendment.
