1. Council to discuss and consider action on the Software as a Service Agreement with Tyler Technologies, Inc., and authorize the Mayor to sign the Agreement.
2. Council to discuss and consider action on the Contract with Continuum for Employee Assistance, Training, and Consulting, and authorize the Mayor to sign the Contract.
3. Council to consider action on the third reading of the Ordinance authorizing the issuance of General Obligation Highway Allocation Fund Pledge Bonds for improvements to certain streets of the City.
4. Council to approve the minutes of the September 21, 2026 Regular Meeting.
5. Council to approve Resolutions authorizing the signing of the Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2026, and the City of Scottsbluff to develop, adopt, and maintain as public record the One and Six-Year Plan, and authorize the Mayor to sign the Resolutions.
6. Council to consider and take action on claims of the City.
7. Council to discuss and consider action on the Preliminary and Final Plats of Block 1, ESU 13 Subdivision, and authorize the Mayor to sign the Resolution.
8. Council to set a public hearing for October 19, 2026 at 6:00 p.m. regarding the adoption of the 2026 Scottsbluff Comprehensive Plan.
9. Council to acknowledge and take receipt of a liability claim from Ruth Kief, 1814 Avenue N, Scottsbluff, NE. Council will withdraw and take no action on the claim, forwarding it to the City’s insurance carrier.
10. Council to set a public hearing for October 19, 2026 at 6:00 p.m. for the purpose of reviewing and obtaining comment on a Redevelopment Plan submitted by Premier Garages, LLC for the Garage Condos Redevelopment Project.
11. Council reserves the right to enter into closed session if deemed necessary if the item is on the agenda as per Section 84-1410 of the Nebraska Revised Statutes.
12. Council to discuss and consider action on a Community Festival Permit for Downtown Scottsbluff Association for “Trick or Treat Street on Broadway” on October 31, 2026 from 4:00-6:00 p.m. to include noise permit and the closing of Broadway between 19th and 14th streets from 3:00-6:30 p.m.
