AN EMERGENCY ORDINANCE Determining the method of making the public improvement of designing and constructing one or more transportation facilities, which includes, but not limited to: a parking garage structure, ground transportation center, and a rapid transit station at Cleveland Hopkins International Airport; authorizing the Director of Port Control to enter into one or more contracts for the making of the improvement.
