AN EMERGENCY ORDINANCE Authorizing the Director of Public Health to apply for and accept a grant from the U.S. Department of Health and Human Services, Health Resources and Services Administration for a Healthy Start Initiative grant to carry out various MomsFirst project services; authorizing the purchase or lease of television and radio advertising time and other media; professional services to acquire case management software; and to enter into one or more contracts with various agencies entities, and individuals, to implement the project.
