AN EMERGENCY ORDINANCE Authorizing the purchase and/or rental by one or more requirement contracts of machines, equipment, supplies and parts needed to repair, replace, refurbish, maintain, upfit, and enhance vehicles, equipment, and machines, including labor, materials, installation, training, inspections, and related services, for the various divisions of the Department of Port Control, for a period of one year, with three one-year options to renew, exercisable by the Director of Port Control.
