AN EMERGENCY ORDINANCE Authorizing the purchase and/or rental by one or more requirement contracts of heavy-duty equipment and other equipment with operators, and any necessary labor, materials, or equipment needed for the various divisions of the Department of Port Control, for a period of two years, with two one-year options to renew, exercisable by the Director of Port Control.
