4. <p style="margin-left:0in;">The Randolph County Planning Board will hold a duly published and notified legislative hearing on the request by <strong>J&E Properties of NC LLC, </strong>Mount Airy, NC, and their request to rezone 4.57-acres at 6788 Willard Rd, Liberty Township, Rocky River Balance Area Watershed, Tax ID #8725677142, Primary Growth Area, from RA - Residential Agricultural District<em> </em>to HI-CD - Heavy Industrial - Conditional District<em>. The proposed Conditional Zoning District would specifically allow a concrete batch plant as per the site plan. (Property Owner Liberty Raceway Park LLC)
