- Closed Session: City Council will enter into closed session pursuant to N.C.G.S. §§ 143-318.11(a)(3) and (a)(5) to consult with the city attorney in order to preserve the attorney-client privilege and to instruct the city’s staff or negotiating agents concerning the position to be taken by or on behalf of the city in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease.
- Approval; Additional Service Agreement with Maurer Architecture for services related to the Campus Improvements Project. Staff is requesting consideration for two agreements with Maurer Architectures for additional services for the Campus Improvements project. The project includes three (3) distinct components: renovation of the Historic Old Lenoir High School Auditorium, Gymnasium, and new construction of the OVT Farmers’ Market Pavilion at the former LEOS site on West Avenue. The cost of that contract was $325,000. Due to changes identified during construction, it has been necessary to add additional services to the scope of work. The total amount of the two agreements is $22,300, as submitted.
- Approval; Prime Contract Change Orders for Phase 1 of the Campus Improvement Project. Due to various circumstances encountered during construction, it has been necessary to address additional items and unforeseen conditions. Prime Contract Change Orders (PCCOs) #001, #002, #005, #007, and #009 were converted to allowances because the associated items were completed under budget or funds were reallocated, eliminating the need for formal change orders. The five change orders total $61,192.54 and will increase the original contract amountfrom $5,186,646.00 to $5,247,838.54, as submitted.
- Update: David Coffey, Interim Director of Special Projects and Grants
- Approval; Demolition of Ticket Booth at the Campus Project. The City of Lenoir’s Campus Project is underway and involves renovations to the gymnasium and auditorium buildings. Due to the degradation of the brick structure of the ticket booth on the north side (back) of the gymnasium, it has been concluded by the design team, engineers, general contractor, and city staff that the ticket booth needs to be demolished. Staff recommends City Council approve the demolition of the ticket booth, as submitted.
- Special Recognition: On behalf of City Council, Mayor Gibbons will read and present a proclamation to Diana Hale proclaiming August 26, 2026, as Women’s Equality Day.
- Lenoir Tourism Development Authority: The Lenoir Tourism Development Authority met on Thursday, August 6. Minutes of the April 22, 2026 meeting are submitted as information.
- Lenoir Business Advisory Board: The Lenoir Business Advisory Board met on Thursday, August 13. Minutes of the May 14, 2026 meeting are submitted as information. The next meeting will be on Thursday, September 10 at City Hall, Third Floor Conference room at 6:00 p.m.<br><br>Economic & Main Street Director Brenda Floyd will present a report of the meetings and current projects.
