  1. Approve Supplemental Agreement No. 1 with R & J Construction Co. for the Unified Infrastructure Improvements Phase I Project to adjust quantities to actuals and decrease the contract amount by $42,810.38 for a final contract amount of $2,143,004.07 and authorize the Mayor to execute in multiples; authorize the final acceptance, publication and closeout of the project.
  2. Approve Supplemental Agreement No. 2 with Walters Construction Co. for the Lincoln Road Detention Pond Project to adjust quantities to actuals and increase the contract amount by $23,929.45 for a final contract amount of $4,795,696.27 and authorize the Mayor to execute in multiples; authorize the final acceptance, publication and closeout of the project; and authorize payments of the final pay applications.
  3. Approve a contract between Forerunner Industries, INC. and the City of Hattiesburg for floodplain management software for $24,300, effective October 1st, 2026, renewed annually for a 3-year period, and authorize the Mayor to execute the same.
  4. Approve Supplemental Agreement No. 1 with Glynn W. Leonard Inc. for the Innswood Drainage Improvements Phase I Project to adjust quantities to actuals and increase the final contract amount to $1,412,856.45 and authorize the Mayor to execute in multiples; authorize the final acceptance, publication and closeout of the project.
  5. Ratify and approve the Limited Use Agreement between Forrest County and the City of Hattiesburg, and The Forrest County-Hattiesburg Industrial Park Commission regarding the limited use of certain property adjacent to the Lynn Cartlidge Multi-Purpose Center.
  6. Approve a lighting agreement with Mississippi Power Company for lighting improvements on Hardy St between 16th Ave and Park Ave for an upfront cost of $18783.00 and an additional monthly cost of $1237.99 and authorize the Mayor to execute in duplicate.
  7. Ratify and approve the Fire Protection Agreement between the City of Hattiesburg and The University of Southern Mississippi for fire protection and related services for August 1, 2025, through July 31, 2026, in the amount of $95,652.00 and authorize the Mayor to execute the same.
  8. Approve a Fire Protection Agreement between the City of Hattiesburg and the University of Southern Mississippi and related services for a term beginning August 1, 2026, and ending July 31, 2027, in the amount of $95,652.00 and authorize the Mayor to execute the same.
  9. Approve the Sponsorship Agreement between the City of Hattiesburg and the Historic Mobile Street Renaissance Festival for advertising and promotional purposes, pursuant to MS Code 17-3-1, in an amount not to exceed $15,000.00 and authorize manual check for the same.
  10. <span data-olk-copy-source="MessageBody" style="background-color: rgb(255, 255, 255); text-transform: none;" data-pasted="true">Approve a Professional Services Agreement with Jacobs Engineering Group, Inc. for technical services related to the Federal Transportation Administration Sec. 5339(c) Low or No Emission Grant Award and authorize the Mayor to execute the same.
  11. Approve the city's purchase of (2) grave spaces, located in Section 35, Lot 55 in the Southwest Quarter (SW1/4)) at Highland Cemetery, in the amount of $350.00 from David B. Richards, Authorize manual check for the same.
  12. Approve the city's purchase of (1) grave space, located in Section 39, Lot 38 in the North Half (N1/2) of the Northwest Quarter (NW1/4) at Highland Cemetery, in the amount of $175.00 from Patricia Armstrong, Authorize manual check for the same.
  13. Acknowledge receipt of a grant award from the U.S. Department of Transportation Federal Transit Administration (FTA) in the amount of $6,455,325 for the Low or No Emission Vehicle Grant Program-5339 (c); Authorize the Mayor to accept the award electronically.
  14. Approve and authorize issuance of manual checks for CDBG/HOME Claims per attached.
  15. Acknowledge receipt of the monthly Budget Report for the month ending August 31, 2026.
  16. Adopt a Resolution authorizing the submission of a grant application to the Mississippi Department of Archives and History (MDAH) Community Heritage Preservation Grant Program to fund renovations at the Hattiesburg Cultural Center. The grant requires an 80/20 match.
  17. Adopt a Resolution for final approval of the Motor Vehicle Assessment Schedule for fiscal Year 2026-2027.
  18. Adopt a Resolution approving an administrative settlement with the owners of Forrest County Parcel PPIN 19761 for the Gordon's Creek Pathway Phase II Improvement Project, and authorize issuance of a manual check.
  19. Adopt Resolutions condemning the following properties as unclean and a menace to the health and safety of the community.
  20. Acknowledge receipt of grant award from the Substance Abuse and Mental Health Services Administration (SAMHSA) to fund Hattiesburg Behavioral Health Court Treatment Expansion in the amount of $361,612 annually for five years.
  21. Approve Letter of Engagement with Hicks Law Firm, PLLC, in the as yet unnumbered matter received on September 8, 2026.
  22. <span style="margin-left:0in;">Accept the Board of Adjustment's recommendation to approve a variance from the landscaping requirement of the minimum size for an end cap landscape island of 120sqft to instead allow for 0ft for a R-3 zoned property at 174 WSF Tatum Drive (PPIN 34751, Ward 5, Forrest County).
  23. Authorize the intergovernmental transfer, without consideration, of soccer balls from the City of Hattiesburg to the Hattiesburg Public School District for use in the District’s school soccer program, pursuant to Ms. Code 17-25-25(6) and 31-7-13(m)(vi), and find that the soccer balls will be of use and benefit to the Hattiesburg Public School District.
  24. Authorize submission of a grant application to the Mississippi Heritage Trust Community Revitalization Program with an award amount up to $150,000.
  25. <span style="margin-left:0in;">Accept the Board of Adjustment's recommendation to approve variances</span> from the front yard maximum of 4ft for a fence to allow for an 8ft fence; from the front I-1 setback requirement of 40ft to allow for 240ft for a property located in a B-5 zoning district near 5012 Old Hwy 42 (PPIN 27551 & 47653, Forrest County, Ward 2).
  26. <span style="margin-left:0in;">Accept the Board of Adjustment's recommendation to approve a </span>variance from the lot width at setback requirement of 100 ft to allow for 35ft for a property located in a B-5 zoning district near 5012 Old Hwy 42 (PPIN 27551 & 47653, Forrest County, Ward 2). <span style="margin-left:0in;">The Board of Adjustment recommended approval on September 2nd, 2026.
  27. Approve Release of Lien documents filed in relation to Code Enforcement clean-up assessments per attached memo, authorize the Mayor to execute and record the same.
  28. <span style="margin-left:0in;">Accept the Board of Adjustment's recommendation to approve a</span> variance from the front yard fence height maximum of 4ft to instead allow for 10ft for a property located on 4th Street (PPINs 26617, 26621, 26622, Forrest County, Ward 4).
  29. Acknowledge the decision of the Planning Commission to approve a historic flood variance for Article 6, Section E of the Flood Ordinance, which states that qualifying historic structures may apply for a flood variance from the requirement to elevate or flood-proof the structure, for a R-1B zoned property located at 526 Forrest Street (PPIN 21838, Ward 4, Forrest County).
  30. Adopt an ordinance to amend the Hattiesburg Land Development Code, Ord. No. 3209, as amended, Section 7 (Standards of Design) and Section 13 (Definitions). The Planning Commission recommended approval with conditions on September 2nd, 2026.
  31. Adopt an ordinance to rezone a property from R-1B to R-3 located in the 300 Block of Tommy King Drive (PPIN 13783, Forrest County, Ward 5). The Planning Commission recommended approval on September 2nd, 2026.
  32. <span style='font-family: "Times New Roman"; font-size: 14px; color: rgb(0, 0, 0);'>Approve the minutes for the September 8 & 15, 2026 meetings of the City Council.
  33. Authorize submission of a grant application to the Mississippi Forestry Commission for the Trees Across Mississippi grant program for up to $40,000; and authorize the Mayor to execute the same. The grant could require an 80/20 match.
