The Board discussed the following items: a) Supervisor Barrett reported on the Mississippi Sound Coalition. The Coalition is making progress in working with the U.S. Army Corps of Engineers; however, there is still no guarantee that the Corps will not open the Bonnet Carré Spillway if a major disaster is approaching. b) Supervisor Ladner reported on the Save Our Sound Coalition. The U.S. Army Corps of Engineers has established protocols for responding to disasters, and any changes to those protocols would require proposed legislation. Most of the funding for the Coalition has been provided through grants, GOMESA, and other sources, many of which are expected to run out of funding soon. The Coalition is also in the process of conducting an environmental impact study, which is expected to take up to three years to complete. c) Tim Holleman reported the Rev. Vaughn suit has been dismissed. d) Supervisor Ladner also reported on the proposed extension of Popps Ferry Road. The City of Biloxi’s financial commitment to the project is nearing its limit. The County had committed to providing in-kind work but was unable to construct the roadway as originally planned. The County Administrator will meet with the Director of the Mississippi Coast Coliseum regarding the project and report back to the Board.
