Developers, Inc. for a total amount of $1,384,470.00 as the lowest and best bid based upon the recommendations of the design engineer, County Engineer, and the Board Attorney, adjudicating that the lowest bid was not the best bid because of past adverse experience with said low bidder by County and City agencies/governments including past litigation therewith, and authorizing the Board President to execute contract documents following legal review.
