  2. Consideration to approve an agreement with North American Midway Entertaining — Astro Amusement, LLC for the 2026 Harvest Fest to be held on October 23–25, 2026, dates inclusive.
  3. Consideration to approve the professional engineering services agreement with Neel-Schaffer for recreation planning and civil site design services for the Quarry Park Baseball Complex, Shiloh Park, and City Park at the terms listed in the attached agreement and authorize the Mayor to execute the same.
  4. Consideration to approve a Professional Services Agreement with Trevac, LLC for inspection and cleaning of the City of Brandon sewer lift stations and authorize the Mayor to execute the same.
  5. Consideration to approve an agreement with North American Midway Entertaining — Astro Amusement, LLC for the 2027 Jubilee Days to be held on April 29 - May 2, 2027, dates inclusive.
  6. Consideration to accept the bids received on August 28, 2026, and award a contract for the Municipal Complex Project (Phase 3) regarding the base bid plus alternates as directed by the Board and authorize the Mayor to sign all related documents.
  7. Consideration to renew the annual contract for Adobe Acrobat Pro - Subscription in the amount of $9,890.40 from Insight - coverage dates are from 24 Aug 2026 to 23 Aug 2027. (This quote came from the State of Mississippi NASPO Valuepoint Software Var (#CTR060025/ITS-46432)
  8. Request consideration to purchase a Lifepak 15 V4 and Lifeline Arm CPR device from Henry Schein for a total of $31,528.00 as having the lowest bid and authorize payment of the same. The second quote from MME was $32,380.00.
  9. Consideration to approve the quote in the amount of $8,196.00 from Revell Hardware as the lowest and best quote received for the purchase of two (2) Honda 6500 portable generators and two (2) Honda 2200 portable generators. A second quote was received from Frederick's Sales & Service in the amount of $8,996.00.
  10. Consideration to approve the following for the 2026 Downtown Pedestrian Handrails Project.1. Approve the Final Summary Change Order at a decrease of $2,500.00 in the project cost due to final quantity numbers and authorize the Mayor to execute the same.2. Approve Pay Request 1, including the Final Summary Change Order, in the amount of $52,478.70 from Valde Pavement Solutions and authorize payment of the same.
  11. Conduct a Public Hearing to consider the adoption of a Resolution Order adjudicating property located at 104 Appleridge Road as a menace to public health, safety, and welfare pursuant to Mississippi Code Section 21-19-11 and authorizing cleanup, securing, demolition, removal, and abatement as allowed by law.

  14. Consideration to declare an emergency the traffic signal repairs at the intersection of Highway 471 and Grants Ferry Road, approve invoice #: M2026.122 in the amount of $6,640.00 from Lewis Electric, Inc., and authorize payment of the same.
  15. Approve the Work Session and Regular Board Meeting Minutes of August 17, 2026 and Recessed Board Meeting Minutes of August 27, 2026.
  16. Consideration to approve a resolution accepting ownership of and rights in Griffin Street and Roderick Street and approving letter of credit.
  17. Consideration to hire Mikala Dampeer as a Communications Officer for the City of Brandon Police Department and set her rate of pay in accordance with the memo.
  18. Consideration to approve the quote in the amount of $73,620.00 from Southern Rock, LLC for labor & equipment only for the replacement of eight (8) street cross drains in the City of Brandon prior to the overlay of certain streets in the 2026 Overlay Project. Two additional quotes were received - 1. Thornton Construction Company - $91,460.00 & 2. Hemphill Construction Company - $168,350.00.
  19. Consideration to approve Pay Request 2 FINAL in the amount of $13,903.75 from Specialty Heating Services, Inc. for the Library Chiller Replacement Project and authorize payment of the same. Pay Request 2 FINAL will finalize this project.
  20. Consideration to adopt the FY 2026-2027 Taxing and Spending Plan and authorize publication of the same.
  21. Consideration to hire Kolby Baker as a Patrolman for the City of Brandon Police Department effective, September 8, 2026, and set his rate of pay in accordance with memo.
  22. Request consideration to approve invoice # 7132-26-395 from Joe Goddard Enterprises, LLC in the amount of $5,142.00 for emergency repairs to some of our outdoor warning sirens and authorize payment for the same.
  23. Consideration to approve Pay Request 5 in the amount of $280,775.83 from BLD Services, LLC for the 2024 Diamond Emerald Sewer Rehabilitation Project and authorize payment of the same.
  24. Permission to rescind the bids received through Central Bidding on September 3, 2026, for one new mini excavator and permission to advertise for re-bid of the same.
  25. Request consideration to increase the salary of Firefighter Cody Cole for passing his National Registry for Paramedics effective August 31, 2026.
  26. Consideration to approve:<ol style="list-style-type: lower-alpha;" data-pasted="true"><li>Docket of Claims for September 8, 2026.Fox Everett claims released on September 3, 2026.</li><li>Electronic Fund Transfers for the month of August, 2026.
  27. Consideration to pay an additional $103.59 in lease payment to the Rankin County School District on a piece of 16th Section Land (Parcel: 16-5-3 I8J-50-10) due to a new CPI Rent Adjustment.
  28. Consideration for Officer Cody Moulds to travel to Gautier, Mississippi on November 17, 2026, to attend The Art of Interdiction. The class will be funded by the department’s training budget.
  29. Request consideration to repair and replace the primer pumps and motor assembly on both the 1999 Pierce Quantum and the 2008 Pierce Arrow for the estimated amount of $7,554.15 as emergency repair and authorize payment for the same.
  30. Consideration to approve a Resolution naming Mayor Butch Lee as the authorized representative for the City of Brandon and authorizing the grant application process for funding through the Mississippi Outdoor Stewardship Trust Fund (MOSTF) for the Harmony Lake Path Project and authorize the Mayor and City Clerk to execute the same.
  31. Consideration to approve a Resolution naming Mayor Butch Lee as the authorized representative for the City of Brandon and authorizing the grant application process for funding through the Mississippi Outdoor Stewardship Trust Fund (MOSTF) for the Hidden Ponds Nature Access & Trailhead Improvements Project and authorize the Mayor and City Clerk to execute the same.
