  1. An Ordinance establishing a sales tax reimbursement account in support of the project located at 3942 Laclede Avenue, approving a Development and Performance Agreement related to such project and authorizing execution thereof.
  2. An Ordinance amending Ordinance Number 70846 to modify the required terms of the cooperation agreement with the Land Reutilization Authority to manage the Prop NS program, which uses funds raised through general obligation bonds; adjusting the caps on the amounts of bond proceeds available per property for future bond issuances; and requiring consumer price index adjustments to such caps; including severability and emergency clause.
  3. An Ordinance authorizing a first amended and restated Cooperation Agreement as authorized by Ordinance 70956 and superseding provisions of prior Cooperation Agreements between the City and the identified parties to the extent inconsistent with the terms hereof; and containing a severability and emergency clause.
  4. An ordinance recommended by the Board of Estimate and Apportionment authorizing the Commissioner of the Department of Health or her designee, on behalf of the City St. Louis, to enter in the FY 2024 State Crisis Intervention Program Subaward Agreement and to accept funds awarded; appropriating said funds in the amount of up to Two Hundred Fifty-Five Thousand One Hundred Fifteen Dollars and Sixty-Nine Cents ($255,115.69); and authorizing the Department of Health to expend the appropriated funds for allowed purposes; and containing an emergency clause.

An ordinance recommended by the Board of Estimate and Apportionment authorizing the Commissioner of the Department of Health or her designee, on behalf of the City of St. Louis, to enter in the FY 2024 State Crisis Intervention Program Subaward Agreement and to accept funds awarded; appropriating said funds in the amount of up to Two Hundred Fifty-Five Thousand One Hundred Fifteen Dollars and Sixty-Nine Cents ($255,115.69); and authorizing the Department of Health to expend the appropriated funds for allowed purposes; and containing an emergency clause.

An Ordinance recommended and approved by the Airport Commission, the Comptroller, and the Board of Estimate and Apportionment, making findings respecting the transfer of a maximum of Thirteen Million Seven Hundred Twenty-Seven Thousand Seven Hundred Sixty Nine Dollars ($13,727,769) of excess moneys that The City of St. Louis (the “City”), the owner and operator of St. Louis Lambert International Airport (the “Airport”), intends to transfer from the Debt Service Stabilization Fund to the Airport Revenue Fund during fiscal year 2026, to mitigate rates on an annual basis during the term of the Airport Use and Lease Agreement commencing July 1, 2016; containing a severability clause.
  8. An Ordinance recommended and approved by the Airport Commission, the Comptroller, and the Board of Estimate and Apportionment, making findings respecting the transfer of a maximum of Thirteen Million Seven Hundred Twenty-Seven Thousand Seven Hundred Sixty Nine Dollars ($13,727,769) of excess moneys that The City of St. Louis (the “City”), the owner and operator of St. Louis Lambert International Airport (the “Airport”), intends to transfer from the Debt Service Stabilization Fund to the Airport Revenue Fund during fiscal year 2026, to mitigate rates on an annual basis during the term of the Airport Use and Lease Agreement commencing July 1, 2016; containing a severability clause.
