- 4 Sponsor: Director of Human Resources Department Amending Chapter 2, Code of Ordinances, “Administration,” by creating a new Section 2-90 to define the duties of the internal auditor and repealing and replacing certain sections for the purpose of establishing and adopting salary schedules to provide general maintenance of the classification system and, adding one new classification and adjusting pay range of one classification. - 5 Sponsor: Mayor Quinton Lucas Approving the petition to establish the Riverfront Community Improvement District; establishing the Riverfront Community Improvement District generally bounded by the Missouri River to the north; I-29 to the east; Berkley Parkway, E. Riverfront Drive, and north boundary of railroad property line to the south; and Berkley Plaza to the west in Kansas City, Jackson County, Missouri; requiring the annual submission of certain records; directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development and the Missouri State Auditor; appropriating $1,000.00 from the Unappropriated Fund Balance of the Development Services Fund, Fund No. 2210, for the purposes of providing community outreach regarding the objectives of this ordinance; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

- 7 Sponsor: Director of General Services Department Authorizing the Manager of Procurement Services to exercise and execute a contract renewal that will exceed the Section 3-41(a)(1) threshold of $1,000,000.00 with Mississippi Lime Company for the supply of crushed quicklime for water treatment; and authorizing the Manager of Procurement Services to amend and extend the contract.
- 8 Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Authorizing the City Manager to execute a Development Agreement (“Development Agreement”) and other definitive agreements that reflect the terms outlined in the Agreement with the Kansas City Current its affiliates, successors, assigns, and designees (“Developer”) for the design and construction of infrastructure projects predominately in the Berkley Riverfront Park area, including the expansion of CPKC Stadium and the development of a mixed-use district, transient parking structures, and other core infrastructure (the “Project”); authorizing the City Manager to take such actions necessary to pursue a redevelopment plan for State Supplemental Tax Increment Financing, and/or a development plan, or expanded development pursuant to Missouri Downtown and Rural Economic Stimulus Act; authorizing the City Manager to enter into a one or more financing agreements for total funding not to exceed $185,000,000.00, subject to the terms outlined in the Development Agreement, including cashflow shortfall coverage guarantees from the Developer; authorizing the City Manager to execute intergovernmental cooperative agreements with the State of Missouri and related entities and city agencies; authorizing the execution of additional agreements as necessary to comply with the directives of this ordinance; appropriating $150,000.00 from the Unappropriated Fund Balance of the Development Services Fund for the purpose of conducting a third-party financial feasibility study; and recognizing this ordinance as having an accelerated effective date.
