Sponsor: Councilmember Kevin O’Neill Authorizing the City Manager to negotiate and execute professional service contracts and similar agreements to retain external professional services, including but not limited to economic advisory services, urban planning, legal, and professional engineering services related to downtown entertainment and recreation projects and efforts in collaboration with Jackson County at the Truman Sports Complex from funds appropriated herein; waiving the solicitation and contracting program requirements in Chapter 3, Code of Ordinances for said agreements; appropriating $450,000.00 from the Unappropriated Fund Balance of the Conventions and Sports Complex Fund for the purpose of allowing the City Manager to execute the agreements; and recognizing this ordinance as having an accelerated effective date.
