Sponsor: City Manager’s Office COMMITTEE SUBSTITUTE Waiving the limitations established by the Fund Balance and Reserve Policy in Section 2-1954 of the Code of Ordinances; appropriating $3,830,000.00 from the unappropriated fund balance of the General Fund for the construction of a Temporary Modular Jail Facility; directing the City Manager to include a request for appropriation in the FY27 submitted budget from the Public Safety Sales Tax Fund in the amount of $3,830,000.00 as a transfer to the General Fund; authorizing the Director of General Services to execute change order number 1 for contract EV-4711 in an amount up to $3,480,559.00 with Brown & Root Industrial Services; waiving Section 3-71 of the City’s Code of Ordinances which requires new city facilities of a certain size to meet the LEED Gold Standard for any projects funded by the Public Safety Sales Tax, including but not limited to, the Front Street Detention Facility project, the Permanent Detention Facility project, the Community Resource Center project, and the Central Patrol Police Facility project; and recognizing this ordinance as having an accelerated effective date.
