Sponsor: Director of General Services COMMITTEE SUBSTITUTE Authorizing the Director of Housing and Community Development to engage in contract negotiations with Hope Faith-Homeless Assistance Campus and reStart, Inc. to provide non-congregate, low-barrier shelter facilities, and Care Beyond The Boulevard for ancillary services to assist unsheltered families and individuals; using previously-appropriated HOME ARP funds in the amount of $7,137,610.00 under a Request for Proposals (RFP); reducing the Contingent Appropriation in the General Fund by $500,000 and appropriating $500,000 from the Unappropriated Fund Balance of the General Fund for the purpose of enhancing the area that is within 1,000 feet of the low barrier facility; and directing the City Manager to explore the possibility of using reprogrammed HUD dollars to enhance the projects of this ordinance.
