1. Approve purchase of the required additional Oracle JD Edwards EnterpriseOne (E1) licenses and associated support, funded by the Capital Technology Fund.
2. Approve the Purchase Agreement and Lease Agreement with River Valley Christian Church for property located at 5900 Lake Elmo Avenue, Lake Elmo, Minnesota, to advance the CSAH 17 / TH 36 Interchange Project.
3. Approve Amendment No. 1 for Contract No. 16009 with Youth Service Bureau (YSB) in the amount of $194,083 for the period of January 1, 2026, through December 31, 2026 for juvenile diversion services.
4. Approve Amendment No. 1 to Contract No. 17208 with Solid Ground for homeless prevention services in the amount of $150,000, bringing the contract total amount not to exceed to $250,000, and extending the contract term to December 31, 2026.
5. Approve Amendment No. 2 to Contract No. 16203 with Accord for case management services to extend the term of the contract through December 31, 2028, and add $43,000 per year for 2026, 2027, and 2028, for a new contract total of $192,000.
6. Approve Amendment No. 3 to Contract No. 16214 with Shakir Consulting Services for case management services to extend the term of the contract through December 31, 2028, and add $51,000 per year for 2026, 2027, and 2028, for a new contract total of $235,500.
7. Approve Amendment No. 3 to Contract No. 16134 with SkyNorth Software in the amount of $100,040.00, bringing the total contract value to $529,837.05, for the period of February 6, 2024, to December 31, 2026, with the option to amend and renew until the cooperative contract expires on August 31, 2027.
8. Approve Amendment No. 1 for Contract No. 17207 with Community Action Partnership of Ramsey and Washington Counties for homeless prevention services in the amount of $100,000, bringing the contract total and amount not to exceed to $200,000, and extending the contract term to December 31, 2026.
9. Approve Amendment No. 5 to Contract No. 16077 with Country Services Inc. for case management services to extend the term of the contract through December 31, 2028, and add $228,000 per year for 2026, 2027, and 2028, for a new contract total of $1,144,314.
10. Approve a letter of support for the Comfort Lake Forest Lake Watershed District's proposal to the Board of Water and Soil Resources Water Quality and Storage grant program for Water Quality & Storage Project Modeling and Concept Design.
