- Motion to Approve Renewal of Consumption and Display Permit for MDI LeReve Inc. D/B/A Moondance Inn (Bed and Breakfast), 1105 West Fourth Street.<br>The licensee inadvertently sent their annual renewal documentation directly to the State Alcohol & Gambling Enforcement Division and the state processed the renewal without city approval. The state has acknowledged the error on their end and has made necessary corrections in their process to ensure this doesn't happen again. Attached is the renewal document. Council is asked to approve renewal of the Consumption and Display Permit. The licensee has paid the appropriate fee(s) and staff recommends approval.
- Actions Related to the E. 7th Street Reconstruction Project.This project was originally scheduled to start in the spring of 2023 and commence over two years. However, due to delays associated with contract approval through MnDOT’s Office of Civil Rights the project did not start until 2024 and given this delay a completion date adjustment is needed to allow the contractor ample time to complete the project. Also, some additional drainage improvements were requested by the National Guard Armory and the approval of this Assessment Agreement will allow this work to be completed under the City’s contract.Motion to Approve Change Order No. 1 Modifying the Completion Date for the E. 7th Street Reconstruction Project Motion to Approve Assessment Agreement and Waiver of Right to Appeal Assessment for Drainage Improvements at the National Guard Armory
- Motion to Accept a $5,500 Grant from Goodhue Co SWCD (Greater Zumbro Watershed Alliance) for the Purchase of Rain Barrels for the 7<sup id="isPasted">th</sup> Street Road Reconstruction Project Area.<br>The City of Red Wing has been awarded a $5,500 grant to purchase approximately 50 rain barrels from the Recycling Association of Minnesota and distribute them to residences around the 7<sup id="isPasted">th</sup> Street Road Reconstruction Project Area. This would reduce stormwater volumes from residential properties and encourage residents to reuse stormwater.
- Motion to Approve Real Estate Lease with Kevin Ballman for Agricultural Property at Red Wing Regional Airport.Brownseed Genetics notified Public Works in late fall 2023 that they were no longer interested in leasing the agricultural property at Red Wing Regional Airport. Staff solicited proposals to lease the property for the 2024 growing season and received a proposal from Kevin Ballman for the amount of $7,000.
- Motion to Approve Work Order No. 11 in the Amount of $185,000 with Bolton and Menk, Inc. for Professional Services Related to the Wastewater Treatment Plant Facility Project. In January 2024, the City of Red Wing completed a Statement of Qualifications (SOQ) to obtain a professional engineering consultant to complete the Wastewater Treatment Plant Facility Plan. After reviewing proposals and conducting interviews, staff found a proposal submitted by Bolton and Menck, Inc. that meets the qualifications. Through Work Order No. 11, Bolton and Menk, Inc. will develop a comprehensive facility plan to detail the plan for upgrading the City's wastewater infrastructure over the next 20 years.
- Motion to Adopt * Resolution No. 7980 Approving Interim Use Permit Request to Operate a Short Term Rental Use at 1765 West 4th Street. Kevin and Rachel McWithey, 3635 Martha Lane, Red Wing, MN 55066, has applied to allow a “Short-Term Rental” use at 1765 West 4th Street. The applicant is specifically proposing to operate a Short-Term Rental by leasing the three-bedroom structure to guests on a short-term basis. The property will not be occupied by the owner during rental periods. Mr. and Mrs. McWithey will manage the property. The property is zoned Two-Family Residential (R-2); the Red Wing Zoning Ordinance requires an IUP for Short-Term Rentals in the R-2 District. The Planning Commission conducted a public hearing for the proposal at its March 19, 2024, meeting and is recommending approval.

The applicant is specifically proposing to operate a Short-Term Rental by leasing this four-bedroom structure to guests on a short-term basis. The property will not be occupied by the owner during rental periods. The Isetts' will manage the property. The property is zoned Agriculture Residential (AR); the Red Wing Zoning Ordinance requires an IUP for Short-Term Rentals in the AR District. The Planning Commission conducted a public hearing for the proposal at its March 19, 2024, meeting and is recommending approval.
- Review Backyard Chicken Permit Application for 526 Frenn Avenue.Jennylynde and Brent Renteria-Packham recently purchased the home at 526 Frenn Avenue and have submitted an application for a Certificate of Compliance to allow the keeping of backyard chickens in the rear yard. Division 55-120 F) of the Zoning Ordinance requires that prior to the issuance of a permit, all property owners within 150 feet of the applicant’s property lines must be notified of the applicant’s intent to keep chickens. If written objections are received within fourteen (14) business days of the notice date, then the permit must be considered by the City Council; the Council has full discretion to approve or deny the permit based on information presented by the applicant and/or persons objecting to the permit. Staff received written comments from five different property owners in the neighborhood, all opposing the proposal.
