  1. Motion to Accept Bids and Award Contract to S&B Elevator Inc. DBA Midwest Elevator and Drilling for the Modernization of the West 4th Street Parking Ramp Elevator.A 2022 audit of all the City's elevators identified deficiencies with the equipment at the West 4th Street Parking Ramp Elevator. The elevator is original to the ramp, which was constructed in 1986, and replacement parts for this elevator are no longer produced. To ensure that the elevator is in compliance with new state building code requirements coming out, Public Works staff recommend approval of the contract.
  2. Motion to Accept Bids for the 2024 Sewer Lining Project and Award the Contract to Hydro-Klean, LLC. in the Amount of $293,268.33.Bids were received for the project on May 7, 2024, with Hydro-Clean, LLC. as the lowest bidder. The engineer's estimate for the project to be completed in 2024 was $303,978.00.
  3. <div>Motion to Adopt * Resolution No. 7982, Entering into a Purchase Agreement with Everett Smith in the Amount of $14,000 for the Sale of the Property Identified as Parcel ID No. 55.590.0960. <br>City Council directed staff to create a purchase agreement for the sale of the parcel listed above. The purchase agreement is attached, and staff recommends approval.
  4. Motion to Adopt * Resolution No. 7989 to Accept the Goodhue County Horticultural Society's Donation and Request to Install a "Little Free Library" in Bay Point Park.Goodhue County Horticultural Society has requested to donate and install a “Little Free Library” in Bay Point Park for educational materials related to gardening and other similar topics. The Goodhue County Horticultural Society will purchase all the materials for the library and maintain it.
  5. Motion to Approve Funding for the New Entrance Sign Adjacent to the Eisenhower Bridge of Valor - Mississippi River Bridge.The City’s design committee for the new entrance sign adjacent to the Mississippi River Bridge has completed its work and is recommending a final design and funding plan. The committee consists of representatives from the Arts and Culture Commission, the Heritage Preservation Commission, the Red Wing Area Fund, and staff from Community Development and Public Works. LaCrosse Sign Group was selected to design, fabricate, and install the new sign after the City completed a request for qualifications in 2023. The final fabrication and installation proposal from La Crosse Sign Group is $102,085. The proposed funding for the sign is from Fund 470, a CIP Fund for the River Bridge Project, which includes generous donations totaling $50,000 from the Red Wing Area Fund and the Jones Family Foundation.
