  1. Motion to Approve the Cancelation of a Joint Powers Agreement with Goodhue County for a Half Sentence to Serve (STS) Crew and to Enter into a New Contract with the State of MN for a Half Institution Community Work Crew (ICWC) Contract for Two Years. With the retirement of the STS crew leader, Goodhue County is reducing its program from three crews to two, which would eliminate the half crew we are currently using. The State of MN will pick up that position and add it to the ICWC program. Staff has met with both parties and is comfortable with the transition from STS to ICWC. This will be a two-year contract starting in July 2024. The ICWC Contract will cost $52,750 per year, saving $12,010 per year over the STS contract.
  2. Motion to Approve a Service Contract with Schumacher Elevator Company to Provide Mandated Monthly Inspections and Basic Maintenance of City Elevators. Schumacher Elevator Company provides monthly maintenance and inspections to the (11) elevators located within City-owned buildings. The first five-year service agreement commenced on July 1, 2014. The second contract commenced on July 1, 2019, and will expire on June 30, 2024. The City does not have employees qualified to carry out this work.
  3. Motion to Approve Memorandum of Agreement (MOA) Between the City of Red Wing's Solid Waste Campus and Xcel Energy to Negotiate, in Good Faith, an Amendment to the Refuse Derived Fuel (RDF) Agreement to Account for New Federal Regulations.<br>City Staff met with Xcel representatives and legal counsel from both entities to discuss the need for an amendment to the Refuse Derived Fuel contract between the City of Red Wing and Xcel Energy. This amendment is necessary to address changes to the Federal Rule designating per- and polyfluoroalkyl (PFAS) substances as hazardous substances, effective July 8, 2024. As this is a very tight timeline and many of the particulars with regard to this contract amendment are still unknown, a MOA between the City of Red Wing and Xcel Energy would allow the City and Xcel to address these changes in law and show the intent to negotiate in good faith an amendment to the current terms and conditions of the fuel agreement.
  4. Motion to Authorize Staff to Apply for the FY 2024 Port Security Grant for the Purchase of Mobile Surveillance Equipment.
  5. Consider Motion to Approve Proposal from BKV RE: Police Facility/Public Works Facility.

Consider Motion to Introduce Ordinance No. 213, Fourth Series, Amending the Red Wing Zoning Ordinance to Allow Duplexes in the Agriculture (A) and Agricultural Residential (AR) Zoning Districts with a Certificate of Compliance.Gareth Brickzin, 2127 Frazier Street, has submitted an application to the City of Red Wing for a Zoning Text Amendment to amend Division 20-010 C) of the Red Wing Zoning Ordinance by adding the “Duplex” use. The proposal would specifically allow Duplex uses in the Agriculture (A) Zoning District with the issuance of a Certificate of Compliance. The Planning Commission reviewed the proposal at its June ​18, 2024, meeting and is recommending approval along with a Planning Commission initiated proposal to allow the Duplex use in the AR District with a Certificate of Compliance also. The AR District currently allows the use with a CUP.
  7. Motion to Adopt * Resolution No. 8009 Approving a Conditional Use Permit Request to Allow a Main Level Residential Unit at 325 Bush Street.RW Capital Investment, LLC, Wayzata, MN, has submitted an application for a Conditional Use Permit (CUP) to construct a main level residential dwelling unit in the rear of 325 Bush Street. The project also includes two (2) additional residential dwelling units on a rear second level. The property is zoned B-3 Central Business District. The B-3 District requires a CUP for “Multiple Family Residential (ground floor units)”. The Planning Commission conducted a public hearing for the proposal at its June 18, 2024, meeting and is recommending approval.
  8. Motion to Adopt * Resolution No. 8008 Approving a Conditional Use Permit to Allow Main Level Residential Units at 325 Plum Street.DSG, LLC, , Wayzata, MN, has submitted an application for a Conditional Use Permit (CUP) to construct three (3) new main level residential dwelling units in the rear of 325 Plum Street. The project also includes the remodeling of 17 existing units in the building, including two (2) existing main level units. The property is zoned B-3 Central Business District. The B-3 District requires a CUP for “Multiple Family Residential (ground floor units)”. The Planning Commission conducted a public hearing for the proposal at its June 18, 2024, meeting and is recommending approval.

Motion to Adopt * Resolution No. 8011 Approving a Minor Subdivision/Final Plat Request to Combine Two Parcels at 4223 Hickory Street - FISCHER ADDITION.Sarah and Andrew Fischer, 4223 Hickory Street, have submitted an application for a Minor Subdivision/Final Plat to allow the combination of two (2) existing parcels totaling 1.35 acres into one (1) new parcel. The existing Fischer property consists of land platted in the STELTER OAK HILL addition and unlplatted property. One parcel contains the Fischer’s home, while the other contains a detached accessory building; an existing deed restriction ties the parcels together for the purpose of future sale. The proposed plat will allow the owners to combine the parcels into a single parcel and will eliminate the need for the deed restriction. The Planning Commission reviewed the proposal on June 18, 2024, and is recommending approval.
