1. Motion to Authorize an Extension to the Existing Memorandum of Understanding (MOU) with Xcel Energy to Continue to Negotiate an Amendment to the Refuse Derived Fuel (RDF) Supply Agreement to Account for New Federal Regulations. <br>The existing MOU was approved by Council on June 24, 2024, and later amended on August 26, 2024, to extend the automatic renewal date to September 30, 2024. This Second Amendment further revises the automatic extension date to October 15, 2024.
2. Motion to Adopt * Resolution No. 8037, Accepting a $25,000 Donation from the Wings Foundation to Purchase 150 Additional Boulevard Trees.The City of Red Wing continues to plant trees bi-annually. For the proposed 2025 operational budget, staff has requested $20,000 to support these efforts. This funding will plant around 125 trees in boulevards and other public properties, with plantings occurring in both the fall and spring. With the additional $25,000 donation funding, staff anticipates the ability to plant up to 150 more trees in the boulevards, many of which have become bare due to the ongoing Emerald Ash Borer (EAB) infestation.
3. Motion to Approve Amendment No. 4 to State of Minnesota Lease for Recreational Property Adjacent to Memorial Park.The City acquired land from the State of Minnesota in the 1970s to develop Mississippi National Golf Links. The agreement with the Minnesota Correctional Facility allows the use of portions of the adjacent state-owned property on the south-facing bluff for the development of the existing golf driving range, cart path, and trails that lead to the driving range and for hiking/snowshoe/cross country ski trail use that ties into the trail system in Memorial Park. Staff is requesting the approval of Amendment No. 4, which would again extend the lease term to expire on November 30, 2029.
