  1. Motion to Approve Renewal of 2025 Annual Licenses for Solid Waste Haulers, Pawnbroker, Tobacco, Junk Dealer, and Small Vehicle Passenger Service.This city issues licenses for a period of one calendar year. This is an annual renewal for those on the attached listing.
  2. Motion to Approve a Grant Agreement Between the City of Red Wing and the Taylor Family Farms Foundation, Inc.<br>The Fire Chief recommends Council approval of a grant agreement to purchase a forcible entry training prop.
  3. Motion to Apply for $18,658 from the Minnesota Pollution Control Agency (MPCA) PFAS Source Identification and Reduction Grant Program.This funding is made available through the MPCA PFAS source identification and reduction grant program. The grant requires a 10% match of the grant amount, which will consist of in-kind services (staff time) which is funded through the 602-sewer operations budget. The grant funds will be used to purchase sample collection equipment and analyze composite samples of wastewater for PFAS. Sample results in the collection system will aid wastewater staff in identifying PFAS sources and targeting reduction efforts with the ultimate goal of eliminating PFAS from the wastewater disposal system.
  4. Motion to Approve an Amendment to the Private Hangar Lot Lease Agreements at Red Wing Regional Airport Due to a Wisconsin Property Tax Law Change.<br>Per the Private Hangar Lot Lease Agreement, all hangar owners are responsible for paying all property taxes associated with the leased property. Due to the Wisconsin property tax law change, starting this year, hangar owners will need to remit their payment to the City of Red Wing instead of directly to the tax authority. Additionally, the City of Red Wing will now be responsible for collecting the payments and remitting the overall tax bill to Isabelle Township. This amendment reaffirms the hangar owner’s obligation to cover the personal property taxes for their leased hangar, and it formalizes the City of Red Wing's commitment to promptly pay the overall tax bill to prevent any risk of delinquent taxes. Staff recommends approval of the amendment to the lease agreements listed in the attached report.
  5. Motion to Adopt * Resolution No. 8047, Approving a Minor Subdivision/Final Plat and Drainage Easement Agreement for Tom Bryan Second Addition.Tom and Renae Bryan have submitted an application for a Minor Subdivision and Final Plat to create five (5) new parcels from four (4) existing parcels they own east of Highway 19 near Mill Road. The site consists of 210.48 acres of farmland and wooded areas, with no existing structures. The proposal also includes a Drainage Easement Agreement to address existing and future storm water drainage on the parcels within the proposed plat. The Planning Commission reviewed the proposal at its November 19, 2024, meeting and is recommending approval.
  6. Ad Hoc Cannabis Committee Recommendation and Feasibility Study.The Council is asked to consider the Ad Hoc Cannabis Committee's recommendation and action to approve a feasibility study for the former Bauer Built building.<br>The Council's Ad Hoc Cannabis Committee forwards its recommendation to pursue the Prairie Island Indian Community's proposal.
