  1. Consider Motion to Authorize a Contract with Kraus-Anderson Construction Company, in the Amount of $192,118 Plus Three Percent of the Cost of Work, to Act as Construction Manager as Advisor (CMA) for the 10th Street Water Booster Station Project.The 10th Street Water Booster Station requires extensive work, including HVAC, roofing, and insulation, as well as the replacement of necessary water booster pumps, electrical upgrades, and related controls. On December 9, 2024, the City Council authorized staff to advertise for bids and pursue PFA funding. The plans and specs are now finalized and ready to be published for bidding. Bringing Kraus-Anderson in as the CMA early in the process allows the project to be reviewed for constructability and construction costs to be estimated during the design. This delivery method also allows for the project to be broken down into smaller scopes of work, increasing local contractors' ability to participate in the construction. This delivery method oftentimes results in a lower or comparable cost since there is no general contractor overhead and profit margins associated with the project.
  2. Consider Motion to Approve the Purchase of a New 2025 Cimline P5 One-Man Spray Patcher from Swanston Equipment Companies for $305,466 from the 2025 Capital Improvement Plan (CIP) and Fund Balance. <br>The 2025 CIP contains $300,000 in funding for the purchase of a one-man spray patcher for the Public Services Division of Public Works. The Public Works replacement schedule for the spray patcher is 15 years. The current patcher is a 2009 Schwarze Industries with 4,000 hours. This patcher will be sold on GovDeals. The estimated value is between $5,000 and $10,000, which will cover the extra $5,466 not covered in the CIP.
  3. Discussion on Proposed Changes to the Athletic Field Lease with Red Wing Amateur Baseball Association (RWABA). <br>The City has maintained a lease agreement with the RWABA since 2010. This annual lease grants RWABA the use of the Athletic Field Facility and requires RWABA to maintain the entire facility, including the grounds and buildings. The current agreement is set to expire on March 15, 2025. RWABA has proposed changes to the lease for the upcoming term. Staff is seeking Council's direction on how to proceed with the proposed additions and drafting a new final lease document.
  4. Motion to Adopt * Resolution No. 8064, Approving a Conditional Use Permit (CUP) Request by the Minnesota Correctional Facility – Red Wing, for a Storm Water Management Plan.The Minnesota Correctional Facility – Red Wing, 1079 Hwy 292 Boulevard, has submitted an application for a Conditional Use Permit (CUP) for a Storm Water Management Plan (SWMP). The proposal involves the reconstruction of interior driveways, parking areas, and utility replacement at the facility. The Red Wing Zoning Ordinance requires a CUP for a SWMP for projects that disturb more than one (1) acre of land; the proposed project will disturb 4.25 acres of land but will only increase impervious surfaces by 0.10 acres. The Planning Commission conducted a public hearing at its October 15, 2024, meeting and is recommending approval, with a single condition of approval.
