1. Motion to Approve the Renewal of the Institution Community Work Crew (ICWC) Contract for Two Years and Authorize the Public Works Director to Sign on Behalf of the City.The current ICWC contract expires on February 28, 2025. The renewal of this two-year contract will provide a crew leader and up to 10 crew members for (5) 8-hour days. The contract has an increase of 4.5% over the last contract. The cost of the contract is $109,750 per year. Funding will come from enterprise funded CIP projects, any special funded projects, General Funded projects, and General Fund Maintenance that look to outsource work that cannot be accomplished in-house. This one of two and a half crews that the City has contracted with the State of Minnesota Corrections Department.
2. Motion to Approve 2025 Food Wagon License Renewal for dreamBig Hospitality LLC, DBA Chick-fil-A Tri-State Food Trucks.The truck plans to operate out of the lot at 411 Potter Street (Runnings), Red Wing, MN. The truck will be here approximately four to six times in 2025, but dates have yet to be determined. Hours typically would be 11 a.m. - 7 p.m.
3. Motion to Approve a Professional Services Contract with Minnesota State College and Universities on behalf of Century College for a Clinical Affiliation for Paramedic Students and Authorize the Fire Chief to Sign the Agreement.<br>This contract allows paramedic students to perform their clinical ride time with the City of Red Wing Fire Department. Staff recommends approval.
4. Actions Regarding the Mississippi Blufflands Riverfront Trail Segment 3, He Mni Can-Barn Bluff Regional Park to Colvill Park.This project establishes a multi-use trail connection between He Mni Can-Barn Bluff Regional Park and Colvill Park. The City of Red Wing has been planning, designing, and securing funding for this unique project for more than ten years.<ol><li>Consider Motion to Accept the Base Bid plus Alternate #1 and Approve the Contract for Services with Fitzgerald Excavating & Trucking, Inc for Construction of the Mississippi Blufflands Riverfront Trail Segment 3, He Mni Can-Barn Bluff Regional Park to Colvill Park contingent upon the MnDOT Office of Civil Rights approval of the Contractor’s Disadvantaged Business Enterprise (DBE) submittal. Consider Motion to Adopt * Resolution No. 8069 Accepting a $250,000 Donation from Riverlands Foundation.Consider Motion to Adopt * Resolution No. 8070 Accepting a $100,000 Donation from the Robert and Carolyn Hedin Family Fund.
5. Motion to Approve an Amendment to CAPL Retail LLC d/b/a Speedway, 3211 N. Service Drive. Red Wing, MN, Tobacco License Changing the d/b/a to Joe's Kwik Marts.CAPL Retail LLC owns and operates the Speedway at 3211 N Service Drive. They will be changing the store d/b/a from “Speedway” to “Joe’s Kwik Marts” on February 24, 2025. The owner (CAPL Retail LLC) will remain the same. This is simply a change in store name. They will be changing signage as well but that will be handled through a sign permit.
6. Motion to Approve an Amendment to CAPL Retail LLC d/b/a Speedway, 3211 N. Service Drive. Red Wing, MN, 3.2 Percent Off-Sale Liquor License Changing the d/b/a to Joe's Kwik Marts.CAPL Retail LLC owns and operates the Speedway at 3211 N Service Drive. They will be changing the store d/b/a from “Speedway” to “Joe’s Kwik Marts” on February 24, 2025. The owner (CAPL Retail LLC) remains the same. CAPL Retail LLC has provided an amended application and updated insurance. Staff recommends approval.
7. Motion to Approve Lease with Kevin Ballman for Farm Land at Red Wing Regional Airport.<br>In 2024, staff solicited proposals to lease ag farm property for the 2024 growing season and received a proposal from Kevin Ballman. The City entered into a one-year agreement with Ballman on April 8, 2024. This lease expires on March 31, 2025, and staff is asking Council to enter into another one-year agreement with Kevin Ballman for the 2025 growing season.
8. Motion to Approve Unimproved Property Lease with Blue Airways at the Red Wing Regional Airport.Blue Airways would like to enter into a short-term agreement for unplatted space on the southeast side of the commercial apron. Blue Airways is asking for a 3-year lease with the option of extending it for two more years.
9. Motion to Approve an Unimproved Property Lease with Red Wing Aeroplane, DBA Vista America, at the Red Wing Regional Airport. Red Wing Aeroplane has a vision to grow its operations at RGK. To buy some time to evaluate the aviation industry and make expansion plans, Red Wing Aeroplane would like to enter into a short-term agreement for unplatted space on the north and northeast side of the commercial apron. Red Wing Aeroplane is asking for a 3-year lease with the option of extending it for two more years.
