- Motion to Adopt * Resolution No. 8090, Approving a Comprehensive Plan Amendment, PUD Final Development Plan, Drainage and Utility Easement Vacation, and Final Plat for Hope Heights at 1407 W. Fourth Street.Goodhue County Habitat for Humanity has submitted its Final Development Plan and Final Plat for Hope Heights. The Planning Commission and City Council approved the General Development Plan and Preliminary Plat in April 2025 and directed staff to initiate a Comprehensive Plan Amendment that would change the 2040 Plan's planned future land use from Mixed Use Corridor to Medium Density Residential and eliminate several other references to the former St. John's Hospital site. The proposal also includes a D&U Easement Vacation related to the former Jackson Street. The existing 60 foot D&U easement would be vacated and a new 50 foot D&U Easement would be dedicated in the new plat. The Planning Commission is recommending approval of the proposal.
- Consider Motion to Remove From Table - Reconsideration of the Council's Action on August 14, 2023, to Deny an Appeal from Hanisch Bakery Regarding a Heritage Preservation Design Review for a Major Facelift at 416 W. Third Street.On April 28, 2025, the Council adopted a motion to reconsider its decision to deny an appeal from Hanisch Bakery regarding a Heritage Preservation Design Review for a new storefront at 416 W. Third Street. The Council tabled the item to May 27, 2025, in order to develop possible findings to support reversing the denial. Consider Motion to Adopt * Resolution No. 8092, Accepting Findings of Fact.
- Motion to Conduct Second Reading and Adopt * Ordinance No. 222, Fourth Series, Amending Section 6.28 of the City Code Concerning Cannabis and Lower Potency Hemp Business Registration Regulations.<br id="isPasted">The City Council is being asked to consider an amendment to Section 6.28 of the City Code stating that cannabis retail businesses operating or authorized under a tribal compact will count towards the maximum number of registrations allowed within the City of Red Wing. The proposed amendment is intended to more closely align with language in State Statutes concerning cannabis retail businesses and to provide clarity concerning which businesses will fall under the limits imposed by the cannabis ordinance. The Council is also asked to consider removing language stating that applications will be considered on a first-come, first-served basis. Removing this provision will allow the City to develop review criteria in the event that multiple retail applications are submitted at the same time.
