- Motion to Approve a Master Service Agreement Contract with KLM Engineering Inc. for Professional Engineering and Consulting Services to Evaluate Conditions at the City's Water Storage Facilities. Staff is requesting approval of a five-year master agreement with KLM that will outline the general conditions governing the City's Water Storage Facilities, including indemnification, liability, insurance, data practices, and intellectual property terms. The term of the agreement will expire on July 14, 2030, but has an optional renewal of an additional five years if both parties agree to the extension.

- Motion to Accept Bids and Authorize Staff to Bring Contract for $1,089,300 with DN Tanks, LLC., to the August 11 Council Meeting for Approval.The Sorin’s Bluff Reservoir is a 1,200,000-gallon critical water storage facility within the low system of the City of Red Wing’s water distribution system. The concrete reservoir, constructed in 1927, is in poor condition. Rehabilitation of the reservoir is necessary to preserve the integrity of the water distribution system and will extend the service life for at least 20 years. KLM Engineering firm has prepared the plans and specifications, and the total project cost is estimated at $1,260,000. Three bids were received for the construction project; KLM recommends that the contract be awarded to DN Tanks, LLC, as the lowest responsible and responsive bidder for $1,089,300. City staff is requesting authorization to bring the contract with DN Tanks, LLC., to the August 11 Council meeting.
- Motion to Adopt * Resolution 8099, Accept a Donation from the Wings Foundation for the Discovery Garden.The Discovery Garden was built in collaboration with the Goodhue County Extension Master Gardeners in 2009. Due to the nature of the planter structures, many of the timbers have rotted over the years, necessitating the entire garden's disassembly and reconstruction. The Wings Foundation has offered to donate $21,000 for the purchase of the materials to rebuild the raised gardens and plant replacements.
- Motion to Approve an Amendment to the Downtown Investment Partnership Program Rehabilitation Loan Agreement for the Former Associated Bank Building at 222 Bush Street.<br id="isPasted">The City Council is being asked to approve an amendment to the grant repayment agreement entered into between the City of Red Wing and Red Wing Development, LLC, concerning the redevelopment of the former Associated Bank building at 222 Bush Street. The amendment will remove the residential units being sold as condominiums from the agreement, allowing the sale of these units without a partial loan payback requirement. If approved, the remaining portion of the building, including 16 residential rental units and four commercial rental spaces, will be subject to all terms and conditions of the original agreement.
