  1. Motion to Approve Contract with DN Tanks, LLC. in the amount of $1,089,300 for the Sorin's Bluff Reservoir Rehabilitation Project. KLM Engineering prepared the plans and specifications for the concrete repairs at Sorin's Bluff Reservoir. Bids for the project were accepted until July 1, 2025. Three contractors submitted bids; however, DN Tanks, LLC was the only bidder to submit complete bid documentation, including the required disadvantaged business enterprise (DBE) subcontracting efforts in compliance with the EPA funding requirements for the project. KLM Engineering has recommended awarding the contract to DN Tanks, LLC as the lowest responsible and most responsive bidder. At its July 28, 2025, meeting, the City Council authorized staff to bring the contract forward for formal approval at the August 11, 2025, meeting.
  2. <br>Actions Regarding a State Grant and Contract for Design and Construction Engineering for Crack Sealing of the Runway and Taxiway at the Red Wing Regional Airport (RGK). The pavement condition of Runway 9/27 has deteriorated to the point where it is affecting aircraft operations. As the pavement nears the end of its useful life, a crack sealing project is proposed to extend its functionality until full reconstruction can be completed in the coming years. City Staff is requesting authorization to pursue grant funding from the Minnesota Department of Transportation (MnDOT) Office of Aeronautics to support this maintenance project. Motion to Authorize Staff to Submit a Grant Application to MnDOT for Crack Sealing of the Runway and Taxiway at RGK.Motion to Approve Work Order No. 19 with SEH Contingent Upon Grant Approval.
  3. Consider Motion to Introduce Ordinance No. 225, Fourth Series, Amending Section 6.19 Farmers Market. The City has a management agreement with the Red Wing Area Farmers Market Association (RWAFMA) to operate the farmers' market. The RWAFMA board made the decision, which was approved by the City Council through the Private Use of Public Property (PUPP) process on February 10, 2025, to move the entire market to the Depot area. This change prompted a staff review of Section 6.19 and updates have been made for the council to review so city code aligns with market operations.
  4. Consider Actions Related to ​Second Amendment Club, LLC, 602 West Avenue.<br>The Second Amendment Club, LLC, 602 West Avenue, has submitted a request to rezone its parcel from R-2 to Civic to accommodate a planned mixed use of the property, including "Offices", "Membership Organization", and "Accessory Commercial Apartment (Upper Level)". The Accessory Commercial Apartment use also requires a CUP in the Civic District. The Planning Commission conducted a public hearing for the request at its July 15, 2025, meeting and has submitted a recommendation of approval (4-3 vote).Consider Motion to Introduce Ordinance No. 224, Fourth Series, Rezoning 602 West Avenue from R-2 to Civic.Consider Motion to Adopt * Resolution No. 8104, Approving a Conditional Use Permit to Allow an Accessory Commercial Apartment (Upper Level) at 602 West Avenue.
