- Consider Motion to Approve Amendments to the City Council Rules of Order and Procedure.<br>The proposed amendments to the Rules of Order and Procedure were presented and discussed at the August 11, 2025, meeting. The proposed amendments include incorporating the Board and Commission Communication into the 'Communication Items' section of the agenda and eliminating the Council Agenda Committee meeting. The City Council will be asked to vote on these changes at this meeting.
- Consider Actions Related to a Request to Amend a Forgivable Loan Agreement with the Developer of the Former Associated Bank Building at 222 Bush Street.<br>The City Council is being asked to approve an amendment to the grant repayment agreement entered into between the City of Red Wing and Red Wing Development, LLC, concerning the redevelopment of the former Associated Bank building at 222 Bush Street. The amendment will remove the residential units being sold as condominiums from the agreement, allowing the sale of these units without a partial loan payback requirement. If approved, the remaining portion of the building, including 19 residential rental units and four commercial rental spaces, will be subject to all terms and conditions of the original agreement, which is fully forgivable at the end of 10 years.Consider Motion to Remove from the Table.</li><li>Consider Motion to Approve an Amendment to the Downtown Investment Partnership Program Rehabilitation Loan Agreement for the Former Associated Bank Building at 222 Bush Street.
