  1. Consider Motion to Approve the 2026 Insurance Plan Renewal with Blue Cross/Blue Shield.The City Council will receive a brief presentation by Insurance consultant Lynn Kermes.
  2. Actions Related to MnDOT Agreements.<br>This is a renewal of a long-standing agreement with the State of Minnesota for snow plowing, sweeping, and minor repairs on portions of Trunk Highways T.H. 58, 61, and 63. MnDOT requires that the Council adopt a resolution authorizing City officials and staff to execute the agreement on behalf of the City.Motion to Approve the Bi-Annual Maintenance Agreement No. 1060159 with MnDOT for Routine Maintenance of State Highways within the City of Red Wing.Motion to Adopt * Resolution No. 8123, Authorizing Staff to Execute this Agreement.
  3. Actions Regarding the Airfield Pavement Maintenance Project at the Red Wing Regional Airport (RGK). The pavement condition of Runway 9/27 at the Red Wing Regional Airport has deteriorated to the point where it is beginning to affect aircraft operations. The Pavement Condition Index (PCI) for both surfaces is currently rated as fair. With the pavement nearing the end of its useful life, a crack sealing maintenance project is recommended to extend the pavement’s lifespan until full reconstruction can be completed in the coming years. This project would be funded at 70% by the Minnesota Department of Transportation (MnDOT), with the remaining 30% being the local share. Motion to Authorize Staff to Submit a Grant Application to MnDOT for the Airfield Pavement Maintenance Project at RGK.</li><li>Motion to Approve Quotes for the Airfield Pavement Maintenance Project at RGK and Award Contract to the Low Bidder, Struck & Irwin Paving, Contingent Upon Approval of Funding from MnDOT.
  4. Consider Motion to Adopt * Resolution No. 8127, Accepting the Offer of the Minnesota Public Facilities Authority to Purchase a $2,218,319 General Obligation Water Revenue Note, Series 2025, Providing for its Issuance and Authorizing Execution of a Bond Purchase and Project Loan Agreement for the Note.The City Council is requested to consider actions necessary to secure low-interest financing from the Minnesota Public Facilities Authority for the 10th Street Water Booster Station Project.
  5. Motion to Approve a Hangar Lot Lease with RW Transportation, LLC, at the Red Wing Regional Airport.<br>Sam Blue of RW Transportation, LLC, has requested to enter into a new hangar lot lease agreement with the City of Red Wing for lots located on Block 8, Lots 1 & 2 at the Red Wing Regional Airport.
  6. Motion to Approve a Five-Year Real Estate Lease with Kevin Ballman in the Amount of $7,000 Each Year Beginning in the 2026 Growing Season.The City entered into a one-year agreement with Ballman on February 24, 2025. This lease expires on December 31, 2025, and staff is asking Council to enter into a five-year agreement with Kevin Ballman for the 2026-2030 growing seasons.
