- Actions Regarding the Airfield Pavement Maintenance Project at the Red Wing Regional Airport (RGK). The City of Red Wing has been awarded a grant from the Minnesota Department of Transportation (MnDOT) for pavement maintenance work at the Red Wing Regional Airport. The project will extend the useful life of Runway 9/27 through crack sealing and joint repairs until full reconstruction can be completed in future years. The total project cost is estimated at $153,401, with MnDOT funding 70% and the City responsible for 30%, or approximately $46,020.Motion to Adopt * Resolution No. 8131, Authorizing Staff to Execute Grant Agreement #10061713 with MnDOT for the Airfield Pavement Maintenance Project at the Red Wing Regional Airport (RGK).</li><li>Motion to Enter into a Contract with Struck & Irwin Paving, the Low Bidder for the Airfield Pavement Maintenance Project.
- Motion to Authorize Staff to Apply for a $3,000 Grant from the Minnesota Department of Health through the 2025 Community Public Water System Fluoridation Equipment Competitive Grant Program.Staff is requesting permission to apply for a $3,000 grant from the Minnesota Department of Health. If awarded, funds would be used to purchase new fluoride pumps to replace the aging pumps currently in use at the City’s water treatment plants. The application deadline is November 24, 2025, and funds will be awarded for projects in January – August 2026.
- Parking Ordinance Amendments and Updates to the City of Red Wing Parking Policy.<br>The City Council is being asked to adopt an ordinance amendment to repeal and replace Chapter 9 of the City Code to improve readability, eliminate redundancies, and make two policy adjustments related to the 300-foot rule and hours of downtown parking enforcement. In addition, staff has prepared an amendment to the Policy for Public Parking in the Downtown Core, which was originally adopted on May 27, 2025. The proposed revisions improve clarity for users and enforcement staff and establish rules related to permits, overnight parking, snow events, and accessible parking.Consider Motion to Introduce Ordinance No. 228, Fourth Series, Repealing and Replacing Chapter 9 of the City Code.</li><li>Consider Motion to Approve an Amendment to the City of Red Wing Parking Policy.
