  1. Motion to Authorize Execution of a Professional Services Contract with NEOO Partners for $246,000 and Northland Public Finance for $28,050. Staff is requesting Council authorization to move forward with consultant selection for two of four projects that are components of the Office of Energy Transition Grant.
  2. Public Hearing on Capital Improvement Program.Staff will present information on the proposed five-year Capital Improvement Program (CIP) and address questions from citizens, the Mayor, and City Council. The Council is asked to hold the public hearing and then close the public hearing to consider action on the proposed CIP. Procedures for the Public Hearing: We invite anyone to speak to the Council on these agenda items, and we welcome all opinions and perspectives. I'll call first on those who have signed up to speak tonight. After that, if you want to talk and have joined this meeting virtually, please unmute your microphone and let me know. We appreciate you stating your name and address at the lectern, and please remember that personal attacks may be ruled out of order. After the close of the public hearing, no additional testimony may be offered except those comments in response to questions from the Council. You will have up to three minutes to talk, and we appreciate your time coming tonight.
  3. Motion to Approve First Amendment to Site Lease Agreement with Alltel Corporation (Verizon Wireless) for Space on Charlson Crest Water Tower.<br>Staff is requesting approval of an amendment to the Alltel Corporation (Verizon Wireless) cell tower lease agreement for space on the Charlson Crest Water Tower. This amendment renews an existing lease agreement expiring at the end of 2025. The new agreement has a maximum length of 20 years.
  4. Short-Term Extension of Red Wing Ignite Lease with the City of Red Wing.<br>Red Wing Ignite is asking to extend their lease in the City Hall Annex building for a period of six months to provide time to complete their planning and reorganization work to determine their longer-range space needs.
