- Motion to Approve Master Service Agreement with Short Elliott Hendrickson (SEH).<br>Staff are requesting approval of a new five-year Master Service Agreement for professional engineering and consulting services with SEH. The City’s previous agreement will reach the end of its term in February. SEH has provided consistent, reliable professional services to the City and has specific experience supporting airport-related planning, design, and regulatory compliance needs.
- Motion to Approve Letter of Agreement with Xcel Energy for a Standard Emergency Plan.<br>Staff is requesting approval of the Letter of Agreement with Xcel Energy regarding emergency response roles and responsibilities in the event of a nuclear emergency at the Prairie Island Nuclear Generating Plant.
- Consider Motion to Adopt * Resolution No. 8153, Authorizing Contract Execution for the Demolition of the former Central Research Building.<br>The City Council is being asked to authorize contract execution with DRC, Inc. of Litchfield, Minnesota to demolish the former Central Research Building at the intersection of Highways 19 and 61.
- Consider Motion to Adopt * Resolution No. 8152, Amending the City Council Rules of Order and Procedures. <br>Over the last few months, the City Council identified numerous areas of its Rules of Order that it wished to discuss for potential updates. The Council met at its February 2, 2026, workshop and found consensus in multiple areas. Staff has incorporated these potential changes in the attached draft. The purpose of this item is for Council to discuss these Council-directed changes and either approve the draft, offer modifications, or provide further direction.
