- Motion to Accept Bids and Award Contract to Midwest Elevator and Drilling for the Modernization of the LaGrange Parking Ramp Elevator.A 2022 audit of all the City's elevators indicated that the LaGrange Parking Ramp elevator should be replaced in 2026. This elevator is necessary for the ramp to be ADA-accessible.
- Actions Related to Encumbering and Reallocating FY 2025 Equipment Waste Campus Enterprise CIP Funds for 2026 Semi-Tractor Replacement.<br>The Council approved the 2026 CIP for the 603 Enterprise Fund, which provides $90,000 toward the purchase of a used semi-truck to replace existing equipment. Staff have reviewed the existing fleet and determined that Truck #319 is identified for replacement and trade-in. Due to the specificity of the Waste Campus's needs, staff is requesting to purchase a new semi-tractor for the replacement of truck #319. Motion to Authorize the Encumbrance and Reallocation of up to $60,000 from FY 2025 Equipment 603 Enterprise CIP Funds, Along with Available Enterprise Fund Resources and Trade-In Proceeds, for Semi-Tractor Replacement.Motion to Approve Trade-In of Truck #319.Motion to Authorize Staff to Proceed with Procurement Consistent with Operational Specifications and City Purchasing Policy.
- Motion to Adopt * Ordinance No. 232, Amending Chapter 4 of the City Code, Requiring a Single Master Water Meter for Manufactured Home Parks (MHPs).<br>The purpose of this ordinance amendment is to require that manufactured home parks within the City of Red Wing be served by a single master water meter rather than individual City meters at each lot. At the March 9, 2026, meeting, the City Council approved the introduction of Ordinance No. 232. Council is asked to approve the second reading of this ordinance.
- Actions Related to Upgrading the City Water Meter Reading System to Advanced Metering Infrastructure (AMI).This system would integrate data collection (water meter readings) and enable customers to monitor water usage through a personal customer portal. This would also significantly reduce staff time for meter reading and billing questions, as well as for many other features that could reduce staff time, and would allow customers to add remote shutoff if desired.
