- Motion to Approve Lease Renewal with Red Wing Marina.The City of Red Wing has historically leased portions of the Upper Harbor waterfront to Red Wing Marina for the operation of marina facilities serving recreational boaters. The proposed lease establishes the terms and conditions under which Red Wing Marina will continue to operate and maintain marina facilities located on City-owned property and water areas. Staff recommends approval of the lease renewal.
- Motion to Approve a Memorandum of Agreement Regarding Appointing a Temporary Public Works Clerk II with the American Federation of State, County, and Municipal Employees (AFSCME) Clerical/Technical Unit. <br data-pasted="true">The City Council is asked to approve the Memorandum of Agreement. Staff recommends approval.
- Consider Motion to Approve * Resolution No. 8192 Approving a TIF Assistance Agreement for the Fleischman's Malting Project.<br>The City Council is being asked to approve a Tax Increment Financing (TIF) Assistance Agreement between the City of Red Wing and Development Services Group, LLC (Apurva Patel). The agreement is related to the City’s approval of TIF district 9-3 in early 2025 establishing a new district for five separate parcels in downtown Red Wing. The Fleischmann Maltery site at 110 Broad Street is the last of the five parcels to be approved for financial assistance; agreements for the other sites were approved in April of 2025. The agreement clarifies the expectations and requirements of the developer as it relates to the proposed redevelopment of the Maltery site. Staff will be reviewing details of the agreement with the City Council and the Red Wing Port Authority at the Council’s June 22nd workshop meeting.
- <s>Motion to Approve Private Underground Electric Service Use Agreement with the Red Wing Yacht Club. This item has been removed from the agenda and will be on the July 13, 2026, City Council agenda instead.
- Motion to Adopt * Resolution No. 8181, Authorizing Execution of a Joint Powers Agreement with the Minnesota Department of Health for Wastewater Disease Monitoring.<br>Staff is requesting the City Council approve a resolution authorizing the City Administrator to execute a Joint Powers Agreement between the City of Red Wing and the Minnesota Department of Health (MDH) for participation in the State's wastewater disease monitoring program.
- Actions Related to an Amendment to a State Grant for Phase 2 Replacement and Relocation of the Automated Weather Observing Station (AWOS) at the Red Wing Regional Airport. The Automated Weather System (AWOS) at the Red Wing Regional Airport (RGK) is aging and in need of replacement. While completing the project in the summer of 2025, it was discovered that additional work was necessary to finish the project. City staff were informed that the state grant was being amended to allow for additional funding to complete the project. The City has been awarded an additional $14,300 to cover final design coordination, and the state will again pay 100%.Motion to Adopt * Resolution No. 8182, Authorizing the Council Administrator and Public Works Director to Sign on Behalf of the City of Red Wing.</p></li><li><p>Motion to Approve Contract No. 1054005 with MnDOT, an Amendment to Phase 2 Replacement and Relocation of the AWOS at the Red Wing Regional Airport.
- Consider Motion to Adopt * Resolution No. 8187, Approving a Major Change to the Hallstrom Sunrise Valley PUD and a Minor Subdivision/Final Plat to be Known as the GADIENT SUNRISE VALLEY at 785 Hallstrom Drive.
- Actions Related to the Street Reconstruction Plan.The City Council is requested to hold a public hearing to consider the Street Reconstruction Plan and Bond Issuance. The public hearing and adoption of Resolution 8191 are statutorily required in order to proceed with issuing GO Street Reconstruction bonds. The Street Reconstruction Plan is derived from the Council's adopted Capital Improvement Plan. Following the public hearing, the Council is requested to act on the resolution. Statutes require a two-thirds majority vote of Council members present to adopt the Street Reconstruction Plan and provide preliminary approval for the issuance of related bonds.Conduct the Public Hearing.Consider Motion to Adopt * Resolution No. 8191, Approving a Street Reconstruction and Overlay Plan and Giving Preliminary Approval to the Issuance of Bonds.
- Actions Related to the Rezoning of Jefferson School, Bay View, and Siewerts Briarwood Subdivision.This is a continuation of action on City-initiated Comprehensive Plan (Red Wing 2040 Community Plan) map and text amendments and zoning map amendments related to three sites: the former Jefferson School property, the former Bay View Nursing and Rehabilitation Center, and two parcels within the Siewerts Briarwood subdivision. The City Council is being asked to consider Zoning Map amendments and an amendment to the Red Wing 2040 Community Plan (Comprehensive Plan). Because the recommended actions on each site are linked, and the Council has previously asked to consider each site separately, staff has prepared separate draft resolutions to support the Comprehensive Plan Amendments for each of the corresponding rezoning actions. - Motion to Approve Short-Term Extension of Red Wing Ignite Lease with the City of Red Wing.<br data-pasted="true">Red Wing Ignite is asking to extend their lease in the City Hall Annex building for an additional six months to provide time to complete their planning and reorganization work to determine their longer-range space needs. The proposed extension would follow the same terms approved in December 2025 by the City Council.
