- Motion to Approve the Encroachment Agreement with Trisha R. Erickson, Owner of 308 Washington Street, and Authorize the Mayor, Council Administrator, and City Clerk to Execute the Agreement.<br>The purpose of this agreement is to allow for portions of an existing retaining wall, driveway area, and front porch to encroach onto the City right-of-way, while preserving the City’s full right to access and use of Washington Street right-of-way.
- Actions Related to Sturgeon Lake Road Phase 2 Design. This is a street reconstruction project. <ol><li>Motion to Approve Amendment #2 to MnDOT LRIP Grant Agreement No. 1055983, Releasing Construction Funds to be Used for Phase 2 Design.Motion to Adopt * Resolution No. 8200, Agreeing to LRIP Grant No. 1064160 and Funding Allocation. </li><li>Motion to Approve MnDOT LRIP Grant Agreement No. 1064160 Allocating Funds for Phase 2 Design.Motion to Approve Kimley-Horn Work Order 2026-1 for Professional Services for Phase 2 Design.
- <span style="margin-left:0in;">Motion to Approve the Recreation Agreement Between the City of Red Wing and the Red Wing Amateur Baseball Association for Improvements to the Red Wing Athletic Field.The Red Wing Amateur Baseball Association (RWABA) has been raising private funds for improvements and future maintenance at the City-owned Red Wing Athletic Field. City staff and RWABA have been working to advance improvements at the facility, including the first baseline patio deck project. Staff originally anticipated that RWABA would provide project funds to the City and that the City would administer the professional services agreements, construction management, bidding, construction contracts, material purchases, and project payments. Following additional review, staff and RWABA now recommend proceeding under a Recreation Agreement through which RWABA will be responsible for funding and delivering the improvements, subject to City review and approval requirements established in the agreement.
- Consider Motion to Introduce Ordinance No. 241, Fourth Series, Rezoning 1808 Chakya Street from AR to R-1.Roberta Sellers has submitted an application to rezone her property at 1808 Chakya Street from Agricultural Residential (AR) to Single-Family Residential (R-1). The applicant is requesting the rezoning in order to remove an existing home on the property and to replace it with a new home; the 0.93 acre parcel needs to be rezoned in order to comply with City of Red Wing building setback requirements. The Planning Commission conducted a public hearing for the request at its August 18, 2026, meeting and unanimously adopted a motion to recommend approval.
- 2027 Budget — Discussion and Direction Preparing for the Adoption of Preliminary Levies and Budgets on September 14.
- Motion to Approve a One-Day Temporary On-Sale Liquor License for the Church of St. Joseph for their Fall Festival on September 27, 2026.
- Motion to Approve Private Use of Public Property (PUPP) Application for the Red Wing Shoe Employee Picnic.The Red Wing Shoe Employee Picnic will be held on September 12, 2026, from 11 a.m. to 3 p.m. Organizers are requesting to utilize the area near Pavilions 3 and 4 and an area of the Colvill parking lot.
- Motion to Approve Private Use of Public Property (PUPP) Application for United Lutheran Church Rally Day Kick Off. Organizers from United Lutheran Church have submitted a PUPP application for the Rally Day Kickoff Event. The event is scheduled for Sunday, September 13, from 8 a.m. to 1 p.m. in front of the church at 628 West 5th Street.
- Motion to Approve Private Use of Public Property (PUPP) Application for Red Wing Hispanic Heritage Festival 2026. <br>The annual Hispanic Heritage Festival is a free event that provides everyone with access to the arts, food, and folklore of Hispanic culture through live music and dance performances, authentic foods, and interactive booths. It is scheduled for Saturday, September 12, in Central Park from 12 p.m. to 6 p.m.
