- Motion to Adopt * Resolution No. 8201, Approving Mutual Aid Agreement with the Lund Fire District in Wisconsin. <br>Staff recommends approving the agreement and authorizing the Fire Chief to sign the agreement.
- Motion to Approve the Solid Waste Delivery Agreement with Harter’s Disposal of Minnesota, LLC.<br>Harter's Disposal is seeking to enter into a waste delivery agreement with the City of Red Wing & Goodhue County for the delivery of Municipal Solid Waste to the Red Wing Waste Campus. The initial term of this agreement shall be for five years, automatically renewing for three successive five-year terms. This agreement will entitle Harter's to receive the contractual disposal rate.
- Motion to Approve Agreement for Delinquent Sewer Bills with Donald Lee, 1925 Pioneer Road. <br>The purpose of this agenda item is to request City Council approval of an agreement between the City of Red Wing and Donald Lee regarding delinquent sanitary sewer charges associated with the property at 1925 Pioneer Road.
- Consider Approval of Separation Agreement or Acceptance of Resignation by Marshall Hallock.This is an action item following Council’s discussion of Marshall Hallock’s separation from employment at a special meeting on September 9, 2026. Council asked that it be presented with the option to approve the proposed Separation Agreement or accept Mr. Hallock’s resignation effective September 4, 2026.
- Motion to <span style="margin-left:0in;">Approve the Billings Tomfohr Restoration Agreement with the Minnesota Land Trust.</span><br>Staff requests City Council approval of an agreement with the Minnesota Land Trust to restore and improve approximately 18 acres of habitat within the Billings-Tomfohr Conservation Area. The work will be funded through Minnesota’s Outdoor Heritage Fund at no direct cost to the City.
- Motion to Approve the River Bluff Humane Society Contract for 2027, 2028 and 2029.
- Motion to Adopt * Resolution No. 8202, Accepting a Change to State Law Modifying Red Wing Port Authority Commissioner Term Lengths from Three Years to Six Years.
- Recognition of Officer Colin Clennon for Receiving the Minnesota Department of Public Safety DWI All-Star Award.
- Consider Motion to Approve the City of Red Wing's 2027 Proposed Property Tax Levy, and Approve the City of Red Wing's 2027 Proposed Budget.<ol><li id="isPasted">Consider Motion to Adopt * Resolution No. 8207, Adopting the City of Red Wing's Proposed Property Tax Levy Collectible in 2027. </li><li>Consider Motion to Adopt * Resolution No. 8208, Adopting the City of Red Wing's 2027 Proposed Budget.
- Consider Motion to Adopt * Resolution No. 8205, Accepting the Donation of Artwork from Artists Margaret Pearce and Ben Spears to be Installed in Colvill Park.
- Consider Action Providing Preliminary Approval of the Red Wing Port Authority's 2027 Proposed Property Tax Levy and Budget.<br><ol><li>Consider Motion to Adopt * Resolution No. 8209, Providing Preliminary Approval of the Red Wing Port Authority's Proposed Property Tax Levy Collectible in 2027.</li><li>Consider Motion to Adopt * Resolution No. 8210, Providing Preliminary Approval of the Red Wing Port Authority's 2027 Proposed Budget.
- Motion to Accept the 10th Street Water Booster Station Project as Complete, and Authorize Staff to Complete the Necessary Project Closeout Activities.<br>The purpose of this item is to request City Council acceptance of the completed 10th Street Water Booster Station Project and authorization to finalize all project closeout activities.
- Actions Related to the 2025 Alley Reconstruction in Block 8 of Charles Betcher's Addition of Red Wing (Alley between 6th Street and 7th Street, from Cleveland Street to Blaine Street). This project has been completed and is now ready to be assessed. Staff recommends holding the assessment hearing on October 12, 2026. <ol><li>Motion to Adopt * Resolution No. 8203, Declaring Cost to be Assessed and Ordering Preparation of Proposed Assessment.Motion to Adopt * Resolution No. 8204, Public Hearing on Proposed Assessment.
- Motion to Adopt * Ordinance No. 241, Fourth Series, Approving the Rezoning of 1808 Chakya Street from AR to R-1. The City Council introduced Ordinance No. 241, Fourth Series, on August 24, 2026.
- Motion to Approve Private Use of Public Property (PUPP) Application for Red Wing Shoe Warehouse Sale.Red Wing Shoe will be holding its annual Warehouse Sale from October 7 through October 11, 2026. To advertise the sale, organizers would like to park a semi-tractor trailer advertising the sale on Potter Street. Organizers have requested the use of three parking stalls from October 5 to 12, 2026 to park the trailer.
- Consider Action Providing Preliminary Approval of the Red Wing Housing and Redevelopment Authority’s (HRA) 2027 Proposed Property Tax Levy and Budget.<br><ol><li>Consider Motion to Adopt * Resolution No. 8211, Providing Preliminary Approval of the Red Wing Housing and Redevelopment Authority’s Proposed Property Tax Levy Collectible in 2027.Consider Motion to Adopt * Resolution No. 8212, Accepting the Red Wing Housing and Redevelopment Authority’s 2027 Proposed Budget.
