  1. Consider Motion to Adopt * Resolution No. 8215, Approving a Development Agreement with Habitat for Humanity for Hope Heights Phase 1.<br>The City Council is being asked to approve a development agreement between the City of Red Wing and Habitat for Humanity concerning the first phase of the Hope Heights Subdivision. The City Council approved the Hope Heights Final Plat on May 27, 2025, with a condition of approval that the applicant (Habitat for Humanity) enter into a Developer’s Agreement with the City of Red Wing prior to the recording of the plat. The purpose of the agreement is to address how required improvements will be installed, along with the financial arrangements related to developer and City responsibilities for these improvements.
  2. Motion to Approve Private Underground Electric Service Use Agreement with the Red Wing Yacht Club at Bay Point. <br>Staff recommends approval of the Private Underground Electric Service Use Agreement between the City of Red Wing and the Red Wing Yacht Club to allow the installation and maintenance of a privately owned underground electrical service line through a portion of Bay Point Park to provide electrical service to Booms 7, 8, and 9.
  3. Fire Prevention Week Proclamation.<br>Mayor Iocco will read a proclamation declaring October 4 - 10, 2026, as Fire Prevention Week in the City of Red Wing.
  4. Annual Stormwater Presentation.<br data-pasted="true">Zach Regnier, Engineering Director, will provide a summary of the City of Red Wing's stormwater MS4 permit compliance in 2025. This includes a presentation about what Red Wing is doing to improve the quality of stormwater runoff that flows into the Mississippi River and the educational, engineering, and maintenance aspects of the City's stormwater system. After the presentation, public comment about clean water issues and the stormwater pollution prevention plan is encouraged. The plan is available at the Red Wing Public Library, City Hall, or at https://www.redwingmn.gov/500/Stormwater
  5. Consider Actions Related to the Use of<em> </em>the Green Fund Expenditures for Solar Energy System Repairs. <br>The purpose of this action is to authorize the use of $34,032.21 from the City’s Green Fund and approve proposals from Knobelsdorff Electric to repair solar energy systems at the Public Works Facility and Solid Waste Management Campus. The repairs will restore renewable energy production, reduce utility costs, and extend the useful life of the City’s solar infrastructure. At its August 10, 2026, meeting, the City Council tabled the item and directed staff to obtain an additional cost estimate. Due to the specialized nature of the work and commissioning requirements, staff was unable to obtain an additional qualified quote for either project.Consider Motion to Remove from the Table.</span></li><li><span style="margin-left:0in;">Consider Motion to Approve the Use of $34,032.21 from the City’s Green Fund to Replace a Failed Solar Inverter at the Public Works Facility and Repair the Solar Array at the Solid Waste Campus. Consider Motion to Approve Proposals with Knobelsdorff Electric to Complete the Solar Energy System Repairs.
  6. <s>Provide Staff Direction on a Private Use of Public Property (PUPP) Application. - </s>This item has been removed from the agenda.<s><br>Council is asked to consider a PUPP application for an event at Levee Park on October 10–11, 2026, consisting primarily of retail merchandise with some children’s games and activities. Because the current PUPP policy does not specifically address primarily retail-oriented events on public park property, staff recommends approval contingent upon the applicant obtaining the required Transient Merchant license and meeting all other applicable City requirements.
  7. Donation of Snowflake Decorations. Eighty new lighted snowflakes will be going up on streetlamp posts this holiday season, thanks to a Downtown Main Street program that collected funds from the local community and philanthropic organizations. DTMS Executive Director Andrea Hanson will share details about the program and decorations.
  8. Consider Motion to Introduce Ordinance No. 242, Fourth Series, Rezoning Four Properties on Lock and Dam Road to Agricultural Residential (AR).The Planning Commission conducted a public hearing for the proposal at its September 15, 2026, meeting and found the proposal to be consistent with the Comprehensive Plan and Future Land Use Map. The Planning Commission is recommending approval of the rezoning.
  9. Consider Actions Related to Amendments to the Port Authority Enabling Resolution.The City Council is asked to hold a public hearing on the proposed amendments to the Enabling Resolution. Following the public hearing, staff recommends approval of the attached Resolution No. 8214.   10. Bench Street Dog Park Relocation — Preliminary Cost Estimate and Site Development Direction.</span><br><span style="margin-left:0in;">Staff recommends that City Council review the preliminary cost estimates for developing a permanent dog park on the City-owned Bench Street South property and direct staff on whether to proceed with further site planning, design, and the development of a funding strategy.
