Commissioner McGuire joined the board meeting remotely pursuant to Minnesota Statutes 13D.02, Subdivision 2. Commissioner McMurtrey was excused. Also present were Ling Becker, County Manager, and Stacey D'Andrea, Assistant County Attorney, Ramsey County Attorney's Office.
