Approve Joint Powers Agreement No. C0008459 with Anoka County for the Reconstruction of County State Aid Highway 14 (125th Avenue) from Harpers Street to CSAH 17 (Lexington Avenue) Executive Summary Anoka County has been working on an expansion project to County State Aid Highway 14 (125th Avenue) from Harpers Street to County State Aid Highway 17 (Lexington Avenue) for the 2022 construction season. Background The County has been designing a project to expand 125th Avenue from a 2-lane, undivided, rural section highway to a 4-lane, divided, urban section highway. The 125th Avenue project also includes the construction of a signal system at the intersection with Legacy Creek Parkway/North Lakes Boulevard, a full access intersection at Zest Street (un-signalized), and a bituminous trail along the south side of 125th Avenue. The estimated construction cost of the total project is approximately $7,112,343.10. Staff has worked with Anoka County to prepare a JPA based on the County’s cost participation policy. The City is being asked to pay for a portion of the construction cost, county furnished items, and 8% for construction engineering expenses. The total estimated construction cost, including county furnished items to the City is $859,373.73. Adding the 8% construction engineering to the City’s share of the construction cost brings Blaine’s estimated total to $928,123.63. The funding source identified for this project are the city’s Municipal State Aid funds, Local State Aid funds, and 125th Avenue intersection modification developer escrows. The JPA also spells out future maintenance obligations of the City to include crosswalk pavement markings at all City streets, street lights, luminaries and EVP systems on traffic signals, and initial and ongoing electrical costs for street lights and traffic signals.
