1. Approve the Portage Police Command Officers Association Collective Bargaining Agreement for the period of July 1, 2025, to June 30, 2027, and authorize the Mayor and City Clerk to sign on behalf of the city.
2. Accept for first reading a proposed ordinance amendment of Chapter 42 of the Code of Ordinances to enable the creation of Neighborhood Enterprise Zones (NEZ) and schedule a second reading and potential adoption for the September 23, 2025, City Council Meeting.
3. Approve a budget amendment to use $1,356,350 in excess General Fund balance to fund a legal claims settlement, via a transfer from the General Fund to the Capital Improvement Fund, and authorize the City Manager to execute all documents related to this action on behalf of the city.
