  2. Award a construction contract to Swarthout Excavating LLC, Fulton, Michigan for the Portage Road Trail Extension and Sidewalk Improvements in the not-to-exceed amount of $355,211.70 and authorize the Acting City Manager to execute all documents related to the contract on behalf of the city.
  3. Authorize payment to Consumers Energy for streetlight installations on Portage Road from Romence Road to Fairfield Road in the not-to-exceed amount of $90,633.50 and adopt a Resolution authorizing City Officials to execute amendments to the Standard Lighting Contract on behalf of the city.
  4. Authorize the expenditure of up to $100,000 to Kalamazoo County in support of the 2026-2027 winter sheltering program and approve a budget amendment to use up to $100,000 in excess General Fund balance to support the program.
