Authorize the expenditure of up to $100,000 to the United Way of South Central Michigan in support of the 2026-2027 winter sheltering program, authorize the City Manager to execute an agreement with the United Way for this purpose with review and concurrence of the City Attorney, and approve a budget amendment to use up to $100,000 in excess General Fund balance to support the program.
