Agenda — 7 items

1. Move to authorize the Procurement Department to solicit quotes for snow plowing, pre-season bulk salt purchase, and salt spreading services at the Marquette Campus for a three (3) year period, beginning with the 2025-2026 season.
2. Move to approve the sale of approximately 15.5 acres of land located on the East side of Whitehall Road of County parcel, 61-101-400-0001-00 for $118,580; authorize the Board Chair to sign the purchase agreement and addendum to the same; authorize the Administrator to sign all other appropriate and necessary documents (i.e. survey, land split, closing documents, etc.) to complete this transaction; and further amend the budget accordingly.
3. Move to authorize Public Health to amend its FY2025 budget revenues and expenditures from $9,227,582 to $8,468,008 to adjust for changes in grant funds, including position funding transfers and other program line item adjustments, with no change in the general fund appropriation.
4. Move to approve the Fourth Amendment to the agreement between the City of Muskegon and the Muskegon Board of Commissioners which calls for the Muskegon County Human Resources Department to provide human resources services to the City of Muskegon from July 1, 2025 through June 30, 2026, reclassify the Human Resources Analyst, N39503, Grade 18, to a Human Resources Manager, Grade 27, and place the incumbent at Step 6, authorize the Administrator to sign the Amendment to the Agreement, and adjust the budget accordingly.
5. Move to renew the lease with Family Outreach Center through May 31, 2026, for space at the Oak Avenue Facility and further, authorize the Chair to sign the lease.
6. Move to approve the lease between the County of Muskegon and 1161 West Southern, LLC, for space at 1161 West Southern Avenue, Muskegon, MI, 49441 effective October 1, 2025, through September 30, 2030, and authorize the Executive Director of HealthWest to sign the lease agreement, subject to corporate counsel final approval.
7. Move to approve the lease between the County of Muskegon and Catholic Charities West Michigan 360 Division Avenue S., Suite 3A Grand Rapids, Michigan 49503, for space at 1713 7th Street, Muskegon, Michigan 49441 effective August 1, 2025, through August 1, 2028, and authorize the Executive Director of HealthWest to sign the lease agreement, subject to corporate counsel final approval.
