Agenda — 6 items

1. Move to award, as a sole source procurement, the purchase of train-the-trainer instruction in Crucial Conversations: Mastering Dialogue and related training materials from Crucial Learning, Inc. for up to 100 staff, for a contract term from 3/19/2026 through 9/30/2026, in an amount not to exceed $51,117.60, and authorize the Executive Director of HealthWest to sign the service agreement or contract.
2. Move to authorize HealthWest to purchase 4 new DTEN D7X 75” interactive displays, 4 new DTEN D7X 55” interactive displays, a DTEN D7X Vue Pro device to extend the field of view for 1 of the D7X 75” displays, and extended 2-year warranties for all devices, from CDW-G, an approved reseller for the Sourcewell cooperative agreement, contract # 121923, at a cost not to exceed $62,354.89 and to authorize the HealthWest Executive Director to sign the contract.
3. Move to approve Amendment #2 to the FY 25/26 Air Service Development Program contract with MDOT-Aeronautics, authorizing the use of previously awarded grant funds of $200,000, with no local match to support facility upgrades and renovations at Hangar 5 at the Muskegon County Airport, including but not limited to mechanical systems, building envelope improvements, floor coatings, and interior office renovations. Further, move to authorize the Board Chair to execute all related documents necessary to execute the amendment and adjust the budget accordingly.
4. Move to apply for, accept and enter in a contract with the Michigan Department of Transportation (MDOT) Aeronautics Division for an FAA Airport Improvement Grant (AIG) funded through the Infrastructure Investment and Jobs Act (IIJA), in an amount not to exceed $1,500,000, with no local match required, for the construction of a County-owned and operated, self-serve aviation fuel farm at Muskegon County Airport. Further move to adjust the Airport budget accordingly and to authorize the Board Chair to execute all related documents.
5. Move to approve the sale of approximately 20.28 acres of land located on the East side of Whitehall Road of County parcel, 61-06-101-400-0001-01 for $200,000; authorize the Board Chair to sign the purchase agreement and addendum to the same; authorize the Board Chair to sign all other appropriate and necessary documents (i.e. closing documents) to complete this transaction.
6. Move to approve additional funding for FY2026 in the amount of $45,000 for Living Word Church for snow removal and authorize the designated Senior Millage Grants Administrator to proceed with the administration of the grant award.
